You must have a handicap sticker on your car as some handicaps are not obvious. I would say it is okay in an emergency, however, one person's emergency isn't always an emergency. I think if you don't have the state provided sticker you should be casted, on crutches or a wheelchair. This would be difficult to monitor for tickets.
