tax the big tobacco companies not the individual, raising the price on cigarettes does not stop people from smoking it just takes money from the budget elsewhere.

If you want to use taxation to make a "statement" about tobacco and cancer, tax the corporations making the profits.

By the way, are tobacco growers still receiving government subsidies? Maybe the corporations could pay those back to the government.
