Make Abusers Pay to Care for the Animals They Mistreat, Says Care2 Petition Author

Who pays to shelter animals that have been rescued from abusers and get placed in animal shelters?

In New Hampshire, animal shelters have to shoulder the costs of caring for animals that end up in their care as a result of animal cruelty. Care2 member Sue Lee has launched a petition to get New Hampshire to pass a law that will require animal cruelty offenders to pay all costs for caring for those animals.  The “Cost of Care Bond” bill would make owners of animals that have been confiscated due to cruelty responsible for the cost of their care.

“Shelters … don’t have the money in their budgets required for all the animal care,” says Sue Lee. Advocates of the bond contend that abused animals displace animals that have been abandoned or need shelter for other reasons. The bond, if passed, would make funding available so that the abused animals as well as others could be cared for. But that funding would come from the animal abusers themselves.

“As in any crime, somebody is responsible for paying a fine,” says Sue Lee. So it should be in this case, she contends. Responsible pet owners automatically pay to feed and care for pets. “It should be no different for abusers to be totally held responsible for care of their animals, even when they are taken into custody.”

With criminal animal cruelty on the rise, the New Hampshire law could set an important precedent for other states where shelters are also struggling to pay to house abused animals. The law would not displace any jail time or community service an abuser might also be required to complete if found guilty of animal cruelty.

I think animal abusers should pay heavily and if they have no money, they should do jail time just like the animals that were in their care or presence.

Previously signed. I support this 100%. Rescuers should not have to bare the costs of care when the abusers should. It might also become a deterent to abuse if they realize there is a chance of being caught and it hitting their pocketbook.
