The Israeli government has recently approved the construction of nearly 1,000 housing units in East Jerusalem settlements.

On September 18, 2018, Israeli settler Aryeh King announced that the Israeli Civil Administration approved a plan to install 220 settlement units in Jabal al-Mukkaber, a Palestinian neighborhood on the outskirts of East Jerusalem. The plan is still subject to challenges and the approval of the Israeli Planning and Building Committee. The units would expand Nof Tzion settlement.

On September 5, the Israeli District Planning and Building Committee in Jerusalem ruled to license the construction of 75 housing units for Israeli settlers in the Palestinian neighborhood of Beit Hanina.

Last month, on August 14, 2018, Israeli authorities approved a tender for the construction of 603 settlement units in the Ramat Shlomo settlement in Beit Hanina.

The Israeli municipality zones only 8 – 13% of East Jerusalem for Palestinian residential construction.

Jerusalem’s outskirts and most of the West Bank are slated as Area C and therefore ruled by the Israeli Civil Administration, a body under the orders of the Israeli Defense Ministry. Between 2010 and 2014, the United Nations Office for the Coordination of Humanitarian Affairs found that the Israeli Civil Administration in approved just 1.5 percent of Palestinian building applications in Area C.

Palestinian neighborhoods in and around Jerusalem are the target of Israeli settlement plans, which aim to link four concentric circles of settlements, starting with the Old City, followed by the “Holy Basin” (Silwan, Sheikh Jarrah, a-Tur, Mount Zion, and the Kidron Valley), Jerusalem’s annexation border, and finally the West Bank.

Israeli police stop Palestinian pedestrians with roadblocks, but quickly open them for Israeli settlers.

On Friday, August 17, 2018, Israeli forces closed all of the gates leading to al-Aqsa Mosque in Jerusalem’s Old City, barring Palestinians from entering the holy compound for evening prayers. They also raided al-Aqsa and forced Palestinian worshippers to leave the holy site.

Police closed the Mosque after they shot dead a Palestinian at the Majilis Gate to al-Aqsa. Police allege that before being killed, the man attempted to stab Israeli officers. No officers were injured during the purported attack.

Though Israeli police barred Palestinians from going to al-Aqsa for evening prayers, a video taken by the Wadi Hilweh Information Center shows Israeli forces facilitating settlers’ movement through the same area so that they could attend evening prayers at the Western Wall. In the video, a crowd of Palestinians gathers behind a police barricade on al-Wad Street, which leads to al-Aqsa, and many of them plea with police to be let through. Israeli police tell the Palestinians to stand back, but allow Israeli settlers who approach the barricade to pass. One officer tells the Israelis “shabbat shalom” as she holds open the gate for them, only to quickly close it again once they pass.

A Palestinian eyewitness commented on the conduct of the Israeli police to the Wadi Hilweh Information Center: “It is clear racism by the occupation authorities who allowed the settlers in large numbers to enter the area to hold their prayers, but for us al-Aqsa has been closed down completely and we have been prevented from praying in it. Those who live in this street or nearby have waited in the street for more than three hours.”

There has been a marked increase in Israeli police and security forces restricting Palestinian worship at al-Aqsa Mosque in Jerusalem. This month, Israeli police have been arresting numerous Palestinians as they enter or exit al-Aqsa Mosque.
