These calls are not benign intrusions on our privacy. A ringing phone steals away our time and attention from tasks which we have given priority with a rude disruptive sense of urgency.

Unsolicited phone calls should be banned completely. For those not opposed to malicious interruption, a list could be created for those who wish to receive calls from telemarketers.

My home is my castle and I view these phone calls as a toxic intrusion on my sovereign privacy. You like them so much, how about you take all my phone calls from unsolicited telemarketers.

I think we need to protect ourselves from these spam callers. I personally always ignore calls from numbers that I don't recognize. Sometimes I look up the numbers on http://whycall.me or another similar websites to see if people have reported the numbers as scam. That's safer for me rather than picking up every call from unfamiliar numbers.
