When doesn't Africa need our foreign money. They have more DIAMONDS, GOLD and a slew of other natural resources. Africa is supposed to be the BIRTH PLACE of the HUMAN RACE which means its been around a lot longer then any other country. Why is it America one of the newest countries in the world has been able in less then 400 years become the most powerful and Africa after 10,000s of thousands of years still need foreign money JUST TO KEEP THEIR CHILDREN ALIVE. Pouring more money into Africa is an absolutely lost cause, forget it and move on. Let them war themselves out of existence.
