The shadow attorney-general said he had resigned because he had provided a letter of reference for fugitive drug baron Tony Mokbel when Mokbel was applying for a liquor licence in 2000.

The letter described Mokbel, a convicted cocaine trafficker with known links to Melbourne's underworld who is currently on the run, as a "responsible, caring husband and father" who was "making a significant contribution to the community".
