Supposedly, the city doesn't have money for euthanasia shots, but at the same time, Roger pays his good friend, Nancy Sult, $500 every month of the year from the city coffers to keep the Visitor Center Cabin open year round--this in addition to paying heat, light, phone, and internet access for the Center. Nancy is the president of the Chamber of Commerce and the money ostensibly goes to the Chamber, but since the Chamber has almost no members, it seems to be just a way to offer financial support to Nancy Sult.

Also, the animal control in Hoston used to be viable when it offered services to Wasilla, but Roger demanded so much money (doubling the cost) that Wasilla chose to use the Borough's services. It is true that we were not charging Wasilla enough, but the loss of Wasilla effectively killed Houston's animal control capabilities. Dennis Lords had to start doing other services for the city and some of the staff had to be let go. The bad conditions at the shelter were directly the result of Roger's money grabbing talents.

So, Roger is responsible for the situation, and there are several people who will testify that Roger did indeed give the order. Being in Juneau, spending the City's money to hobknob with the politicians, doesn't mean he didn't give the order.
