While chaining and tethering a dog can be seen as an inhumane act of neglect, many states lack laws that regulate this cruel practice. Dogs across the United States are still being forced to endure long hours of torture from being chained or tethered...

I think there should be federal laws only, the same for all states. When abuse or murder or neglect of any animal happens the law takes over and justice is served, no delays. Guilty is guilty, you do the crime and then you do the time, fine, felony, jail, etc. Quick and harsh make the point. Cruelty has to stop and the way it is now with the laws not being executed it is the saying "insanity" do the same thing over and over again and the outcome is the same.............Nothing gained for the helpless and innocent animals.....Just people getting away with murder, abuse, torture, etc. Let's stop this now.

Noted and signed - it is beyond me to understand how these filthy rotten sub humans can even do this to an animal. They need to have the same done to them, tie them up in sub zero temperatures or blazing sunshine with no food or water, and on a very short chain, leave them to rot there so that they can feel the pain and suffering an innocent animal feels. It need to end NOW!!!!
