Specifically, the NJ law as written and passed in 1984:

23:4-22.1. Steel-jaw leghold type trap prohibition

No person shall manufacture, sell, offer for sale, possess, import or transport an animal trap of the steel-jaw leghold type.

Under scrutiny are the two words: "jaw" and "type."

Despite being more discriminate than the open 'jaws' of the 1800's, the recently approved EGG, Duff and Lil' Grizz Get'rz all use a powerful, spring-loaded clamping mechanism (60 pounds of pressure) to restrain its victims...which serves the exact same purpose - and inflicts the same amount of harm - as the jaw style. ALL leghold traps/snares: 1) Instill the exact same fear; 2) Deliver identical, initial, acute pain (including broken bones and amputated limbs) until restricted blood flow causes the limb to go numb; and 3) Subject the animal to prolonged physical and mental torment due to exposure (e.g. extreme weather conditions, animal attacks/predation), starvation, dehydration and/or blood loss from self-mutilation in their desperate, angst-driven attempts to be free.

Since any body-gripping trap is inherently cruel, from a moral standpoint, no rational person without a vested interest is buying the DFW's assistant director Larry Herrighty's spin that they are "different – peer review literature says they are more humane and efficient."

"These traps have been specifically designed to capture species such as raccoon and opossum (which possess a degree of manual dexterity) while minimizing the capture of non-target animals especially domestic dogs and cats. Enclosed foothold traps are a live-restraint trap which do not result in the death of the captured animal or in the potential for significant injury."

Although traps are supposed to be checked every 24 hours ("preferably in the morning"), this is a highly unregulated industry - which basically leaves the trappers to police themselves at best...operate on an honor system at worst.

Also keep in mind that laziness (along with greed) is one of the primary reasons behind the change from using the more humane box trap. According to the Press of Atlantic City: Larry Hajna, spokesman for the state Department of Environmental Protection, said trappers asked for the change because the proposed traps are more portable than the cumbersome box ones.

With:
1) Legal trapping year-round;
2) No 'bag' limit;
3) Leghold traps costing only $15 apiece;
4) The newfound convenience in size; and
5) Approximately 1,200 trappers statewide...

Just imagine how many beavers, otters, curious kitties, opossums and raccoons they can now legally torture?

Since retrieving a ‘marketable pelt’ is a major goal of trapping (along with removal of so-called nuisance animals and just having some 'good ole fun' coming in second and third place), what do you think the life of a raccoon or opossum is worth to a trapper these days?

Well, according to their March auction, The West Virginia Trappers Association reported that 3588 raccoons sold at an average price of $7.10 each, and 835 opossums sold for an average of $2.06!

The New Jersey Division of Fish and Wildlife really are a piece of work, i hope they all step into leghold traps & are forced to suffer the pain, no help from no 1..serve them right..Anti wildlife pro pain & suffering & that's no joke. If it occurs to them that it is possible (and has, indeed, happened) for hunters/trappers to fall into leghold traps genitals first, they may rethink this.
