Why Does the US Still Have 'Debtors' Prisons'?

Four in 10 Americans wouldn't have money to cover a $400 (£290) fine - so many serve time in jail instead.

Three words: Prison-Industrial Complex. That insatiable monstrosity seeks any excuse to gobble up as many hapless victims as it ca.

Playing devil's advocate here...what is the alternative? If the person can't pay, there has to be SOME kind of punishment. A wrongdoing was done and the person's financial status doesn't change that. And if we allow a payment plan, that would take YEARS and who will be responsible for tracking it, chasing after people, etc? As always, there are two sides to any story.
