I think its so the rich and powerful can continue to embarrass and steal from the poor especially minorities

Playing devil's advocate here...what is the alternative? If the person can't pay, there has to be SOME kind of punishment. A wrongdoing was done and the person's financial status doesn't change that. And if we allow a payment plan, that would take YEARS and who will be responsible for tracking it, chasing after people, etc? As always, there are two sides to any story.
