The voice of reason can prevail.

There would be considerably greater environmental responsibility if the initial and ensuing investors together with the sponsoring politicians were to take responsibility beyond hauling off only the profits for the project. Something along the lines of personal liability with criminal prosecution and mandatory jail time for the miss conception and or miss management of any part of the project which leads to environmental damage. vis a vie any environmental disruption/damage caused by the projects, to include financial remediation to restore the original state of the environment.

Do it right or don't do it at all. Who can afford to clean up after private enterprise and profit taking unless the profits are subject to forfeiture and/or their personal freedom (criminal prosecution and jail time) if and when avoidable misconceptions and or mismanagement lead to costly environmental devastation.
