This all sort of sounds like nonsense to me, there is the Davis Bacon Act that demands that prevailing wages be paid for certain contracted activities, which means in effect that federal contractors working hands on are paid Union wages for the contracted activities and then there is the Service Contract Act that covers contractor personnel who work in the service industries.
