HB 4162 is a bill before the Illinois House of Representatives that would make it illegal to transport horses in Illinois in double-decker trailers. These trailers, designed for cattle and sheep, are inappropriate, inhumane and dangerous for use with horses. Because they are prone to overturning, the presence of these trailers on our roads endangers both the horses inside and regular motorists. A federal law states that it is illegal to transport horses bound for slaughter in double-decker trailers—so why not ban it in all circumstances?
