Millions of people around the world are horrified with constant reports of unbelievable animal cruelty in Bosnia and Herzegovina. Many international animal welfare organizations cite BiH as the country with the most instances of animal cruelty and suffering. One such issue has been reported widely - images from the "shelter" HRESA show starving dogs and dog corpses left amongst living dogs.

I have been reading with consternation the news that Serbs from the Republic Srpska have been paid 10.000 euro to kill the dogs at Hresa pound - in the worst possible way, with axes, iron bars...
Last year the Hresa pound was closed, due to a number of irregularities discovered in his functioning and documented animal abuse. 52 dogs were killed there in one night. Dead bodies left amongst living, dogs with open wounds... Apparently, at Hresa use very BARBARIC methods to euthanize dogs!
NOW HRESA IT IS OPEN AGAIN!!!!
After re-opening, Ibrahim Hadzibajric, Mayor of Municipality Stari Grad in Sarajevo, has stated he has signed an agreement with the Hresa Municipality to send dogs from Stari Grad to the Hresa "shelter". Hresa Municipality is in an area of Bosnia which allows euthanasia of dogs after 30 days, where as it is illegal to do this in Stari Grad Municipality in Sarajevo.
Activists who recently visited pound Hresa, find 20 SUFFERING DOGS on wet concrete floor, with frozen water and moldy bread. They were NOT ALLOWED to feed the dogs! Five newborn pups have already died from the subzero temperatures and terrible conditions in the Hresa.

I believe that countries who are seeking to acquire EU membership need to demonstrate certain standards of animal care! Please raise these issues with the European Commission and the European Parliament’s groups. It is imperative that the European Commission and the Parliament discusses the matter of animal welfare with their Bosnia and Herzegovina counterparts and urgently demands a full investigation into the public shelters and animal abuse cases.
I urge you to help ensure that the Bosnia and Herzegovina authorities implement internationally agreed-upon guiding principles on humane stray dog population control.
Take this issue seriously, because animals in BiH facing only sadness, misery and death.
