The French petition link is to the Cota Rica embassy in France.  It does not go directly to any authority in Costa Rica.  The petiton was started in June 2008 and the closing date is:  June 2010.   There is no feedback on the petition - and who knows if anyone is still looking after it?

No harm in signing it - but I don't think it is going to make much of a difference.   This evil needs to be tackled in its own back yard.  

The French petition starts off with:
"Few months ago the World Society for the Protection of Animals (WSPA) filed a single complaint with the prosecutor but no petition has ever been launched to counter the arrogance, violence and disrespect for this individual . "

If we create a Care2 petition - the target must be the public prosecutor and the local animal welfare (if they exist in Costa Rica - remember the starving dog art exhibition?  No animal welfare government official was in site........)

Well - this is a start.   Anyone else want to run with it - so a Care2 petition with valid deliverable target can be created?
