This is uncalled for by European football fans who are enraged about such animal cruelty and indifference shown by certain authorities in your country.
Your parliament adopted a law for the protection of animals from cruelty, in 2006. It prohibits the killing of animals by inhumane methods such as "painful injections, poisoning and overheating". The method of killing was replaced by neutering the animals. But a lot of law enforcing agency’s are ‘unaware’ of this law, or disrespect it. This law was adopted to show the Western world that Ukraine could be humane and civilized. It has not been used even once. In the contrary: budgets ment for neutering the strays are spent on &lsquo
rofessional stray killers’. They even murder the sterilized dogs, in the same, most gruesome way’s, in order to make money....The more dogs they kill, the more they earn...The most notorious organization is called ‘Kharkiv’s Community Services’ , but there are many more, often nameless... Animal Welfare organizations like Four Paws started a neutering program in a few cities, Kiev being the first, followed by Lviv and Zaporizhia. In Kiev, Mykola Zlochevskiy, the Ukrainian Minister of Ecology and Natural Resources, welcomed the FOUR PAWS Team (veterinarians, specialists and activists from more than a dozen countries) on the 30 March 2012 by assuring full support for implementing a wide scale neutering and vaccination program for stray dogs in Ukraine. Together with the Ukrainian authorities, FOUR PAWS wants to assist in solving the stray dog problem in a long term and animal-friendly way. The experts expected to be able to neuter tho

Recent reports about continued dog killings prove though that more initiative is required from your government. The The law for the protection of animals from cruelty, 2006, should be applied in the whole of Ukraine.
Every local authority should act upon this law and use the appropriate budget on neutering projects.
The dogkiller’s organizations have to be banned and outlawed.

I am writing to express my complete and utter disgust at the situation I have seen at Loznica city pound.
Firstly, I understand that it is a regular occurrence that dogs which are attempting to survive in such squalid conditions at this so-called ‘animal shelter’ are regularly being used as living targets by local hunters.
I have seen the photographic evidence of one small female dog which has been shot through the body with a hunters arrow.
Secondly, the conditions for animals at Loznica ‘shelter’ are a disgrace, especially when you are allegedly providing millions of dinars to make the place more suitable for animals. One has to ask where exactly this money is really going – maybe into the pockets of Serbian politicians rather than animal welfare.
Members of the Serbian parliament who represent Loznica always speak against stray dogs whenever they have the opportunity. They never speak out about the irresponsible animal owners of Loznica; those people who care nothing about their animals, who turn them out on the street every day, to mate with other animals, the same owners who make no attempt to get their animal(s) sterilised; something which would very rapidly reduce the numbers of strays on the streets if only this were to happen. Progress in reducing stray animal numbers needs to be obtained through education and a sterilisation programme, and responsible pet ownership. Serbia does not appear to be moving in any direction with any of these programmes at the moment – apart that is, from its endless and pointless stray killing attitude, which will never significantly reduce stray animal numbers in the long term.
The Serbian media continue to use a language of nothing but hate against stray animals. But the media does very little to analyse what has been continuously stated by animal welfare organisations regarding a national sterilisation, vaccination and identification programme to reduce stray numbers long term. Where the money which is currently being used for rounding up and killing a small percentage of strays, it could and should be diverted to instead be used to sterilise, vaccinate and identify treated strays on the streets; strays which are identified as having been sterilised and which are of no ‘threat’ to increasing stray animal populations.
Shinters (dog catchers) need to be educated to ignore animals which are identified as being sterilised, rather than simply going on their killer mindset frenzy of wiping out every animal which they come across.
Where exactly is all the money for the shelters and for animal control programs actually going ? – could it instead be being siphoned off into the pockets of politicians ? – food for thought and certainly the views of Serbian animal campaigners who see very little progress in the standards of personnel (shinters) and the conditions of animal shelters across Serbia.
Sterilized animals do not produce offspring; but neither the Serbian government or the Serbian media appear to understand this basic fact of nature. Money needs to be put into a sterilisation programme, not a continual killing programme which kills some strays but allows other non-sterilised animals to reproduce and effectively, continue replacing the numbers of animals which have recently been caught and killed by an archaic and very uneducated regime.
Serbian animal activists have much proof of animal abuses and have asked for the intervention of the Serbian government in agreement with the obligation (of the government) which is defined in Article 192 of the Serbian Constitution, and also Article 8 of the Law of Government. Despite their requests to the Serbian government, these citizens of Serbia are being ignored. So what can be said about the rights of Serbian citizens when they are ignored by their own government, despite there being legal obligations which the government should adhere to ?
I am sending a copy of this letter to the EU Enlargement Commissioner, Mr. Olli Rehn; to inform him that in no way is Serbia currently in a position to be accepted into the EU. It is clear from the situations at Loznica alone, regardless of any other Serbian cities and their approach to stray animal control procedures, that you as a government are not enforcing your own rule of law, a fundamental requirement for membership of the EU. Instead, you continue to allow local authorities to work using the old, outdated and illegal legislation of Pravilnik 29/94; legislation which has since 2005 been overwritten by Article 168, the Serbian Veterinary Law of 02/10/2005.
Local authorities across Serbia are using Pravilnik 29/94 to continue killing animals held in pounds after 3-7 days when in fact they should now, and from late 2005, have been using the new Veterinary Law Article 168 which demands the care of animals, not the killing.
This has recently been verified to Serbian animal campaigners by the Constitutional Court of Serbia. Proof of this can be provided if requested, either by the Serbian government, the EU Enlargement commission, or the OIE for animal health in Paris.
You, as the Serbian government, are not enforcing the current veterinary law to proterct animals. Instead, you are continuing to use old and now illegal legislation for the killing of animals. This is not acceptable and the EU Commissioner is now going to be informed that the Serbian government cannot enforce ‘the rule of law’ as required to be shown for EU membership.
Although as a government you should be fully aware of national legislation, but obviously you are not, I will have to make it clear to you:
Pravilnik 29/94 became nonexistent on 02/10/2005 when it was replaced by the new veterinary law Article 168 which demands the care of animals, not the killing.
Also, I now understand that authorities have started discussions at a meeting in Negotin; where these authorities have plans to introduce a new version of the old and illegal Pravilnik 29/94, which returns back to allowing animal killings after 30 days of being held in a shelter.
There would be not law for the care of animals under this new regime, simply a policy of kill, kill, kill.
I guess the reason for this new kill policy is because shinters, veterinarians and many politicians all take money from the public purse by being involved with an animal killing strategy. You obviously wish to keep these advocates of animal killing funded from the public purse, so you are possibly going to introduce new legislation (the new Pravilnik 29/94) to ensure that this continues to happen. Public money for continued killing with no real long term programme to reduce animal numbers by other methods – this is what the Negotin discussions are aimed at.
This discussion has started in the city of Bor; the city where over 1,000 bodies of illegally killed animals have been left on the city dump, and also where live animals are left on the dump wrapped in plastic bags to suffer a long and terrible death.
Again, we have the evidence and can provide photographs to any parties who request them.
Conclusion:
The Serbian government is not enforcing new (2005) national legislation to protect animals,
The Serbian government are not enforcing the law of the Serbian government, the law for public competition,
The Serbian government are not enforcing the Criminal Code,
The Serbian government are not enforcing the verdict of the Constitutional Court of Serbia, or enforcing the Serbian Constitution,
In summary, there is no enforcement of the Serbian ‘rule of law’ and as such, I consider that you as a nation are not elegible for membership of the EU until you show positive changes with regard to each and every one of these areas.
Both Commissioner Rehn at the EU and the OIE Paris will be provided with a copy of this mail.

I guess your friend just missed the target being the Malayan Sun bears themselves Almost missed it myself when I went to it from your link. I see lots of petitions on Care 2 that are not properly targeted though (it's a bugbear of mine) because it is a waste of time. Care 2 needs an email address for a petition to be sent to - I wonder what email address the Sun Bears are using, lol!
I have no more time for Care 2 today unfortunately. Getting ready for a political protest against a big Bill being put forward here by the Con Govt. It is with some considerable consternation that I learn that the therapy dog 'Lennox' once again faces death. I am writing to you now because I have faith that your timely intervention could help prevent a terrible wrong from occurring.
My understanding is that amendments to the Dangerous Dogs Act, extended to Northern Ireland in 2011, enable a pitbull-type dog to be spared, should it pose no danger to the public at large. Lennox has been described as 'well-handled' and 'a wonderful family dog', casting doubt on the necessity of his death sentence. If nothing else, I find the clandestine nature of Lennox's capture and long confinement to be areas of immense concern.
Strong intervention on your part would send a strong message to the wider world that the Northern Ireland Assembly exercises just, fair and compassionate rule, and to my mind, would be an auspicious start to your term as Mayor. With my utmost thanks, and best wishes for your term as Lord Mayor,

We, the people of the world, are asking that you please step in and save Lennox. This dog is a beloved pet and a child's best friend. You have a beautiful country with a rich history. This injustice will put a blemish on that great history.
There are more then 1,000,000 people who are watching you as this event plays out. Show the world that you DO care and that a dog should not be put to death only because of what he looks like. I ask you please to save this poor dog and allow it to go home to his family. If you refuse this option, there are over 500 rescues around the world that are ready to step in and take the dog out of the country, as well as those willing to pay for transport.
Please let him live and be the man who saved Lennox, and I promise you the world will love you for it.

Last month I wrote about Lennox, the well-behaved Belfast family pet sentenced to death under the U.K.'s breed specific legislation (BSL) because of his resemblance to what is known as a "Pit Bull Type." Supporters have been holding their breath since May 24, when the court declared it would announce in a few weeks whether Lennox's owners would be allowed to lodge one final, last-ditch appeal. Due to a number of flaws and inconsistencies in the case -- not to mention the fact that the first appeal was reviewed and denied by the very same judge who handed down an earlier sentence -- there was reason to hope that the higher court judges would find reasonable grounds to hear this appeal.
This morning, devastating news quickly spread across the internet: Case lost. Request for appeal denied. A high court in Northern Ireland did the unthinkable, and upheld Lennox's death sentence, clearing the way for what is kindly described as his "euthanization."
Never mind a massive, highly vocal world outcry -- coming from over 128,000 petitioners, plus virtually every respected dog expert and a gaggle of celebrities. Never mind the in-depth evaluations of not one, but two highly regarded canine behaviorists, who judged him friendly and posing no danger to anyone. Never mind a confirmed adoptive home ready in the Republic of Ireland as a "plan B" option. Never mind conflicting testimony of city dog wardens, and even photo evidence that flies in the face of warden Alexandra Lightfoot's contention that she is afraid of Lennox. Never mind that an earlier "appeal" was heard not by an impartial party but by the same judge who handed down the original ruling. Never mind a growing "Boycott Belfast" movement that threatens the city's much-promoted tourist industry (a boycott petition put online today has already garnered over 8,000 signatures).
All reason apparently fell on deaf ears at the Belfast Court of Appeal, so, barring a miracle, Lennox -- a family pet, a young girl's "bestest friend in the world," an animal who has committed no crime other than having the physical traits of what is known as "Pit Bull Type" -- is to be put to death, yet another victim of BSL. It is reported that even the family's request to see him one last time has been rejected (the Barnes have been barred from seeing Lennox -- or even knowing where he has been held -- since he was unexpectedly wrenched from their home in May of 2010).
Supporters worldwide who have been working long and hard to raise awareness and convince Belfast City Council to release Lennox have flooded social media in anguished protest. Victoria Stilwell -- renowned dog trainer, author and host of the program It's Me or the Dog -- who has been particularly vocal in support for the Barnes family during this case and an outspoken opponent of BSL, posted a heartfelt statement on her Facebook page:

For this reason, and with every right I ask you for the:
1. Urgent termination of the mass capture of stray dogs from the streets and their removal to the city shelters!
2. Urgent and immediate return of the spayed dogs to their habitats!
3. Urgent and immediate opening of the city's shelters to the public - the right for all concerned citizens and associations for animal welfare to enter into all shelter buildings (at least during working hours), and the freedom of filming and recording the situation for all dogs in any shelter.
4. Urgent adoption and consistent implementation of the Program which controls and reduces the population of abandoned cats and dogs (obliged by the Article 54 of the Animal Welfare Act) based on CNR as the only method that contributes to the efficient reduction of the stray dogs and cats population, as announced in the Strategy for ownerless cats and dogs in the city of Belgrade, adopted on 22nd September 2011.
