Protests against the Romanian massacre of stray dogs are being held in New York and Los Angeles on October 25th.

Romania is the only country in Europe where dogs are being legally tortured and murdered— shot, stabbed, poisoned, hanged and skinned, gassed, burned, electrocuted, axed, beaten to death, run over by cars, and doused with acid. The live skinning of dogs is being rewarded.
With its appalling corruption and injustice, the Romanian government is stomping on its own treaty and animal protection laws. Murdering stray dogs is lucrative, with tens of millions of Euros spent in public funds, none of it going toward humane dog population management. One town’s shelter closed its doors to desperate citizens wanting to adopt, and that night released approximately a hundred dogs into an enclosed area where hunters shot them dead.
Even the Romanian Orthodox Church and media are complicit in the mass murders. Three Romanians have been killed trying to protect dogs, and the media congratulated the murderers.
Seventy percent of the population in Romania favors extermination.

They can manage it when money is involved - look at what they did to Greece. That useless European Parliament costs the taxpayers a fortune and the expenses the MEPs claim are scandalous.

population management in Romania and to reply on his behalf.
The Commission is aware that in some Member States the control of the dog population,
including the welfare of stray dogs, may be problematic. However, the control of these
animals is not governed by EU rules and remains under the sole responsibility of the
With reference to the need of an appropriate dog population management, it is important
to remind that the Commission has consistently supported the work performed by the
World Organisation for Animal Health (OIE) to develop guidelines for the control of
stray dog populations, highlighting the important role of the local government agencies
for the enforcement of legislation relating to dog ownership and indicating the bodies
responsible for developing and implementing appropriate training to regulate dog
capture, transport, and holding as well as minimum housing and care criteria.
These standards also insist on the need to use parallel approaches for controlling stray
dog population and consider that killing should be carried out in a humane way when
necessary, and it is not a sustainable strategy if performed alone. It is up to Romania, as
full member of the OIE, to consider how they might most appropriately use these
international guidelines in their national context.
The Commission is thus not entitled to request any action to the Romanian authorities on

Keith has asked me to thank you for your email on the cruel treatment of stray dogs in Romania. Please accept my apologies for the delay in doing so - Keith's constituency comprises 8 million people and we receive a large volume of correspondence on a daily basis, so it can sometimes take longer than we would like to respond.
Like you, Keith was appalled to hear about the Romanian government's plans to euthanise thousands of street dogs, and about the lack of suitable policies and facilities to humanely deal with the high numbers of abandoned dogs across the country.
Keith has received a large amount of correspondence from constituents in the South East on this issue, and has raised these concerns in a letter to the Romanian President. Keith called for Romania to adopt a humane policy of sterilisation, and to put an end to the plans for the mass slaughter of stray dogs. In his letter, Keith highlighted a Written Declaration adopted last year by the European Parliament and supported by many Romanian MEPs. The Declaration called for an end to the cruel killing of stray dogs, in Romania and across Europe, and to improve the way that stray dogs are managed in some European countries.
The Written Declaration put pressure on the European Commission to take steps to ensure that Member States complied with Article 13 of the Lisbon Treaty, which concerns the welfare requirements of animals. It also stated:
"[The European Parliament) calls on the Member States to adopt comprehensive dog population management strategies which include measures such as dog control and anti-cruelty laws, support for veterinary procedures including rabies vaccination and sterilisation as necessary to control the number of unwanted dogs, and the promotion of responsible pet ownership".

Keith is committed to doing all he can at an EU level to improve animal protection and has made it one of his top priorities since becoming an MEP. He is a member of the Animal Welfare Intergroup within the European Parliament, a cross-parliamentary group that works on a variety of animal welfare issues.
Animal welfare can be a difficult area to work on at EU level as, apart from farm animals and movement of animals between Member States, most animal welfare related issues fall under Nation State competency, meaning that the EU has limited influence. This means that whilst laboratory animals or farm animals are subject to EU minimum welfare standards, stray animals, animals in circuses or animals used in ‘sport’ are not. Keith works hard to use every available opportunity to raise animal welfare issues with politicians at EU level, and to put pressure on national governments to improve and enforce animal welfare laws. By the new "euthanasia law", in Romania dogs can be slaughtered on the spot. Bosnia and Herzegovina is about to implement a kill law that replicates what is happening in Romania. To stop this law coming into effect the next two weeks are critical! In Serbia, ORPAK animals are without shelter...

EU Commissioner Tonio Borg has sent on 1st October a letter to Mr
NICOLÄ‚ESCU GHEORGHE-EUGEN, the Romanian Minister for Health who is
responsible for controlling stray dogs in Romania.
Borg statement :
“It is with regret and sadness that I heard about the four year old boy that was mauled to death by a pack of stray dogs in Romania a few weeks ago. My heartfelt sympathy goes out to this little boy’s family and friends.
Understandably, this tragic event touched the hearts and minds of many Romanians and feelings were running high to ensure that something was done to avoid such a terrible event from happening again.
The reaction by the Romanian government was to adopt a law to allow local authorities to euthanize stray dogs that have been kept in a shelter for more than 14 days.
Whilst respecting the Romanian Parliament’s decision and acknowledging that this issue falls outside the scope of EU legislation, I would like to recall Romania ’s international obligations as a member of the World Organisation for Animal Health (OIE).
In fact, I wrote to Mr NICOLÄESCU GHEORGHE-EUGEN, the Minister for Health who is responsible for controlling stray dogs in Romania on 1 October and reminded him of the OIE recommendations that consider euthanasia as a measure to be taken only in combination with other measures to control stray dog populations, and only as a last resort. I also reminded the Minister of such recommendations that Romania had signed up to on control methods for handling stray dog population which detail several alternative and less extreme control methods such as sterilisation”.

I'm Sorry but I can't find this petition!?!
Romanian Government is a disgrace but a BIGGER disgrace is the European Parliament that has allowed a situation to develop where they are constantly leaving animal welfare in the hands of each individual Member State and they use this as their excuse for gross inaction.
There is no point in having any EU Animal Welfare laws unless they are going to implememnt them and ENFORCE them right across the entire membership. The day they do that is when I will begin to have any respect for them at all. I am delighted to see all the petitions that are now being aimed at them.

The protesters, who blew whistles and brought some of their dogs as they took to the street in Bucharest, yelled 'Criminal court!' and 'May you have the same fate as the dogs!'

We all expect that Romania make the decision in accordance with European standards and ethics rules - as millions people in the world require! - and in accordance with letters of the European Animal Welfare Intergroup, which believes that it's "a shame before the international community to admit that cruel mass slaughters of dogs can still happen in the European Union of the 21st century."

The good news came from Save The Dogs, the association chaired by Sara Turetta.
29 Senators had asked The Constitutional Court of Romania to block the law "KILL STRAY". Following the appeal presented yesterday at the Constitutional Court, the anti strays law, which had aroused much criticism in Europe, HAS BEEN TEMPORARILY BLOCKED. The appeal will be considered by the Court on September 25.

APPEAL TO STOP THE SLAUGHTER OF STRAY DOGS IN ROMANIA
TODAY (10/9/13) THE MASS MURDERING OF STRAYS IS BEING DECIDED!
We regret the tragedy of the child found dead in Bucharest. To publish this as an excuse to take this out in revenge on sweet natured dogs all over Romania, to be killed in the most barbaric and torturous ways possible, is horrendous and utterly despicable. These innocent, trusting creatures have been abandoned by citizens, and now these civilians even go further by acting just like the dog hunters and killers.
Horrifying things are happening in the streets and in the death camps because there is no education, no justice, they apparently can do whatever they want to, even children are participating.

Even this sweet dog most likely has been killed, probably also by means of ordinary poisonous injections, chloride, petrol, the cheapest way possible, through which they die in horrific agony.
Please care about being civilized and showing it to us, to everybody, the European Union, the whole world, and protect these creatures, THEY ARE INNOCENT SENTIENT BEINGS!
Please be serious at last by forcing every municipality to apply the Trap, Neuter, Return method in a decent manner, which is the only effective way to reduce the dog and cat population, as proven already in a few of Romanian cities, and widely abroad. Educate people, their children!
Finally, in 2005 Romania signed and ratified the Convention for Animal Protection, in which stray's are considered to be abandoned Pets!
Please stop this horrific killing of dogs on the streets and behind the dog pound walls!

We are informed that you want to euthanize the innocent and defenseless dogs in the shelter of Craivoa. We believe that Romania, as member of EU, has to live up to the requirements towards animal welfare. As well, Romania signed and ratified the Eur. Convention for the Protection of (abandoned) Pet Animals in 2005.
Unfortunately, the tragic child's death on 02.09.2013 cannot be undone, but this does not justify killing of other living beings! The killing of these dogs will shed a bad light on Romania again.
Therefore, we ask: give the dogs a fair chance to be taken care of in rescue-centers. There are many animal welfare organizations and people who are willing and able to adopt/rescue these dogs!
The Romanian government must finally show responsibility for these abandoned creatures and supports spay and neuter projects, as required EU.
Please stop killing strays in Romania and allow animal welfare organizations and adopters to help!!!!
A few days ago one boy and his brother were left unsupervised. Sadly the boy called Ionut was attacked and killed by a stray dog, and his brother (according to police reports) was also bitten but was not fatal. This most certainly was an awful thing to happen to any child, to any family. However this child's death has given the Romanian government the perfect excuse to declare war on the strays and line their vile pockets with public money.
In Romania right now are cruelly catching every stray they can see in every town and village, and horrifically battering, poisoning and stabbing them to death. Tiny puppies, pregnant female dogs ... NONE BEING SPARED.

Please you must all help ... At 9 am our time tomorrow there will be a council meeting in Valcea where they will be voting on a new proposal to euthanise all PS dogs that are not adopted within 7 days of entering the PS ... I have listed below all the email addresses for people that will be at that meeting ... The only thing that will stop the vote being carried is pressure from overseas parties ... US !!!

Subject: Romania, Mass killings of Strays in Ploiesti
I am very much upset learning about the cruel mass killings of defenseless, innocent stray animals in the streets of Ploiesti.
Countless dogs have been found dead poisoned in the streets and many others, regularly fed by volunteers, disappeared. Despite various protests by local animal protection organizations and animal lovers, stray dogs die in Ploiesti an agonizing, torturous death.
I ask you to respect the European Convention for the Protection of Pet Animals, ratified by Romania on 2005, which decides that when the numbers of stray animals is a problem, the country must act appropriately in a way that does not cause pain and suffering to animals.
Please launch immediately a catch-neuter-release campaign for stray dogs and show that the city of Ploiesti respects animals.
UPDATE Mayor of Mangalia, Romania: start a civilized management of dogs!

THE CATCHING OF HUNDREDS OF STRAYS in the town of Mangalia, in Romania, continues, despite 11,000 signatures collected by our petition in a few days and the pressure oout in many ways on the Municipality. Today STD will send a press release in Italy and Romania to denounce what is happening and ask for Italians not to go on holiday on the Romanian coast. We are also preparing with the local activists a legal action.
Below: a short video shot thursday which shows the dog catchers on duty.
I am shocked by the method chosen by your administration to curb the problem of stray dogs in view of the tourist season.
The violent capture of dogs and their transfer in unknown kennels cannot be considered a proper solution to the problem and it makes citizens indignant, especially those who care about animals’ rights and welfare safeguarding.
Therefore I request the names of kennels in which the dogs have been locked up and the amount allocated for this massacre are made public.
This investment should instead be directed towards a project of mass sterilization, as proposed by the Save the Dogs, which has already achieved noticeable results in other Romanians municipalities.
Therefore I want to emphasize the total need to stop immediately all the captures and to restart the dialogue with the associations in order to align your policy with European decrees.

SUBJECT : Find the criminal who poisoned the dogs and apply the maximum punishment - Jail time -
We are outraged by the horrible mass poisoning of dogs in Racadau neighborhood in BRASOV Romania.
All these sadistic acts towards innocent animals must be punished with the maximum penalty - JAIL TIME -
We ask Romanian law enforcement authorities - national and local to make sure the criminal is caught and brought to justice.
Romania has become notorious for the barbaric way animals are treated and for the despicable and sadistic actions against animals, way too many people are engaged in.
We are determined to avoid Romania as a tourist destination until the massacres of animals ( private citizens acts of cruelty and even dubious actions of local authorities and their stray dogs management services ) will stop.
