From Cristina M.: Once more dogs are in danger in Mexico. This time in Mexico City, in Iztapalapa. In the past month in the same area, there had been found 6 bodies. The bodies show signs of torture, at least one woman was raped with a pipe and had one breast cut off, now the authorities are blaming some street dogs of killing these persons! They caught 25 dogs and are planning to kill them. Even the family of the murdered people and the people living in the area where the bodies were dumped are saying this is not true. besides dogs don't torture and rape. Neighbors say there had not heard any screams and that the people who were killed lived far from there, which suggests that the bodies were dumped in that site.

Some news broadcasting are labelling them the "killer dogs" using them as scapegoats for these murders. Here's the news that includes photos of some of the 25 dogs that are being blamed. Unfortunally it's in Spanish, as well as the video.

I urge the government of Turkey along with the regional municipalities to reconsider the policy of the Municipalities towards street animals seriously.
 
Let the dogs and cats be neutered by veterinary doctors which cherish ethical standards regarding animals.
We don’t want barbarians in Europe or in other parts of the civilised world, do we? We thank you in advance and await a big change in your Municipality’s policy – for the welfare of dogs , cats and other animals.

CHANGING THE DECISION OF THE HOUSING CONDITIONS, CARE AND PROTECTION OF DOMESTIC ANIMALS

The Decision of the housing conditions, treatment and care of domestic animals will be changed, and the new text will be adopted at the next session of the City Parliament

Section 40 of the Decision about the housing conditions, treatment and protection of domestic animals, and arguable decree related to the scientific research will be abolish at the next conference of the City Parliament, which will be held on 17 December 2012..

"The city Government is trying to provide the better living conditions for stray dogs and cats by building the shelter, with adequate large space, and we are at the end of completion these works", said the Mayor.

The Mayor added that in today Smederevo shelter are about 150 animals. One veterinarian, two vet technicians and four shelter workers are providing them the daily care.

The city Government of Smederevo every year spend 200,000 Euro to feed these animals, and sterilization is performed regularly, thanks to donations from non-governmental organization.

U Clanu 40, koji se tiče uhvacenih pasa i macaka lutalica, odnosno njihove sudbine nakon hvatanja se kaze: "Nakon isteka roka iz clana 35. i 38. ove Odluke, UHVACENI I ODUZETI PSI I MACKE MOGU DA SE USTUPE NAUCNOISTRAZIVACKIM I DRUGIM USTANOVAMA, pravnom ili fizičkom licu, uz naknadu troskova hvatanja, prevoza i cuvanja, uz prethodnu saglasnost veterinarskog inspektora. Psi i macke iz stava 3. ovog clana, pre ustupanja moraju da budu pregledani, vakcinisani, kastrirani, odnosno sterilisani i obelezeni na odgovarajuci nacin." 

Naucnici su odavno izasli iz Mračnog Doba u kojem se zivotinje jos uvek muce u ime nauke. U svetu se danas koriste alternativne metode koje su mnogo preciznije, jeftinije i zahtevaju manje vremena. 

Dr. Charles Mayo, osnivač Klinike Mayo, izjavio je sedece, "Prezirem vivisekciju. Trebalo bi je barem staviti pod kontrolu. Ili jos bolje, u potpunosti ukinuti. Ne poznajem nijedan napredak učinjen pomocu vivisekcije, nijedno naucno otkrice do kog se ne bi moglo doći bez takvog varvarstva i okrutnosti. Cela ta stvar je zla." 

Clan 42. Zakona o dobrobiti zivotinja izricito kaze:

Because Serbia signed and ratified the European Convention for the Protection of Pet Animals (in which stray's are considered abandoned pets..!), I would like to bring this to your attention.
Hunters are trying to change the law/articles in Nis Serbia, in order to be able to kill strays!
We beg you to let the authorities know that this is NOT DONE; Serbia signed and ratified the above mentioned Convention, there are many organizations who apply the Trap-Neuter-Return policy for strays in Serbia, and many who are taking in strays for shelter and care, and adoptions abroad. Every Serbian has the moral duty to do the same instead of abandoning their dogs.
There has been ample 'discussion' about this ethical and humane aspect which in fact should take place in every civilized country, Serbia included.

S OBZIROM DA JE NAJAVLJEN LOV NA ULIČNE PSE U NIŠU OKOLNIM MESTIMA OD STRANE UDRUŽENJA LOVACA GRADA NIŠA
Ovim putem Vas obaveštavam da je u martu 2010. godine stupio na snagu Zakon o divljači I lovštvu, koji u svom članu 29. propisuje da se psi i mačke bez vlasnika odnosno kontrole vlasnika ako predstavljaju neposrednu opasnost po divljač, mogu pod propisanim uslovima bez posebne dozvole ukloniti iz lovišta a Ministar bliže odredjuje uslove i način uklanjanja ovih životinja iz lovišta.
Ministar nije doneo podzakonski akt kojim bi bliže uredio način uklanjanja napuštenih pasa i mačaka iz lovišta, a navedeni podzakonski akt svakako mora biti u saglasnosti sa Zakonom o dobrobiti životinja koji najstrožije zabranjuje ubijanje životinje bez obzira de se ona nalazila, pa se životinje iz lovišta mogu ukloniti samo na način koji je predviđen zakonom a to je prikupljanje od strane ovlašćene službe i njihovo smeštanje u prihvatilišta.
Kako je donošenjem ovog Zakona prestao da važi stari Zakon o lovstvu po kom je bio dozvoljen odstrel napuštenih pasa i mačaka ukoliko se nalaze u lovištu, to svako ubistvo psa i mačke predstavlja krivično delo .

Recognising that man has a moral obligation to respect all living creatures and bearing in mind that pet animals have a special relationship with man;




Considering the importance of pet animals in contributing to the quality of life and their consequent value to society;




5 By a stray animal is meant a pet animal which either has no home or is outside the bounds of its owner's or keeper's household and is not under the control or direct supervision of any owner or keeper.



6 By competent authority is meant the authority designated by the member State.




Article 2 – Scope and implementation



1 Each Party undertakes to take the necessary steps to give effect to the provisions of this Convention in respect of:




a pet animals kept by a person or legal entity in any household or in any establishment for trading, for commercial breeding and boarding, and in animal sanctuaries;




b where appropriate, stray animals.




2 Nothing in this Convention shall affect the implementation of other instruments for the protection of animals or for the conserva­tion of threatened wild species.




3 Nothing in this Convention shall affect the liberty of the Parties to adopt stricter measures for the protection of pet animals or to apply the provisions contained herein to categories of animals which have not been mentioned expressly in this instru­ment.




Chapter II – Princi­les for the keeping of pet animals



Article 3 – Basic principles for animal welfare



1 Nobody shall cause a pet animal unnecessary pain, suffering or distress.



2 Nobody shall abandon a pet animal.

Please remind this Mayor of the fact that Romania has signed and ratified the "European Convention for the Protection of Pet Animals" , which applies also to abandonned pets c.q. stray animals!

Dear Sir, Madam:
Millions of EU citizens care deeply about animal welfare and are sickened to see constant reports of horrific animal cruelty, and look to the EU and their MEPs to help improve animal welfare across Europe.
A London MEP raised the issue about the need for countries seeking to acquire EU membership to demonstrate certain standards of animal care, and so I want to bring to your attention please Bosnia and Herezegovina, who are seeking admission.

As you will be aware, the European Union provides the government of Bosnia and Herzegovina and with many millions of euros worth of financial aid each year. I believe the allocation for 2012 was around ?107.8m.

My understanding of the provisos attached to these aid packages is that there is a requirement for the recipient country to abide by EU laws which would include the laws related to animal welfare. The Commission has stated that aligning national animal welfare legislation with EU law is a prerequisite for EU membership.

Many international animal welfare organisations cite Bosnia as the country with the most instances of horrific animal cruelty and suffering. One such issue has been reported widely this month, the plight of dogs in their shelters.

Not only are the conditions entirely inhumane in most if not all state shelters, but it is common knowledge amongst Bosnian animal welfare activists that shelters are used to launder money from public budgets. Population control and promotion of spaying and neutering as well as implementation of the animal welfare law is not in any shelter manager's interest because they want and need a constant flow of new dogs so they can justify the funds spent each month from the budget.

In the case of the shelter in Hresa (see above link) activists were not only prevented from taking a severely emaciated, suffering dog to veterinary care (see photograph above) but were violently threatened by the shelter manager.
A Serbian friend who wishes to remain anonymous has stated she heard money had been stolen from the Hresa shelter funds during financial pre election manoeuvres.

I have access to images from the state dog shelter in Banja Luka, the second largest city in Bosnia and Herzegovina. These images show dogs that were killed by injections of bleach and a dog killed by other dogs. I have access to images from Prihvatiliste KS Praca, the larger of two state shelters in Sarajevo, which show horrifically starving dogs and dogs left dead in their pens amongst other dogs.

Deliberate animal abuse is rife in Bosnia: there is the famous case last year in Ilidza in central Bosnia and Herzegovina, where two men put a rocket explosive firework into a young German Shepherd's mouth and duct-taped his jaws shut, setting the rocket alight. The firework caused horrific injuries to the dog's face, but did not kill him. He wandered about for five days before being finally rescued by animal welfare volunteers The dog had to be euthanized. Nearly 200,000 people signed these petitions asking the Bosnian and Herzegovinian authorities to bring the perpetrators to justice, but nothing was done.

There is clear evidence now that people who take pleasure in harming animals are also a potential danger to other people, especially children. All abuses get discovered and publicised widely in the media and internet, and millions of people do not want to visit or trade with countries who treat animals like this as they are simply not trusted, so the authorities should have incentive to take action.

I would urge you please to raise these issues with the European Parliament's Intergroup on the Welfare and Conservation of animals (http://www.animalwelfareintergroup.eu/). I understand that each MEP is invited to participate in these regular animal welfare meetings. It is imperative that the European Parliament discusses the matter of animal welfare with their Bosnia and Herzegovina counterparts and urgently demands a full investigation into the state shelters and animal abuse cases.

The European Parliament states that "The EU has among the world's highest standards of animal welfare". The Eurogroup for Animal Welfare is strongly urging the European Commission to adopt adequate measures to ensure that all pet animals are properly treated to protect their health and welfare. If it is Bosnia and Herzegovina's wish to join the EU it would seem that until their government takes crimes against defenseless, sentient animals seriously they will not be a fit country to be accepted into the EU.

I see with pity that my re-posting for the sake of clarity about 'to stop and capture  cats from an area in Tampa'  leads to more signatures. It's my mistake.

I still think this is not a proper petition.

It's from health freaks and I don't think that they care a dime about what will happens with the cats. They only care about that the cats must be removed and they take all the diseases that exits as excuses.

In the comments from neighbors there is also non compassion with the cats.

I did  not sign this petition.

Maybe I'm wrong but It's to unclear for me. And I know so well what hysteria can do.

If this were animal lovers than they did asking for  TNR help.
