EXTRAORDINARY NEWS from Bosnia & Herzegovina!
Important update from Sandra Jensen: The Legal-Constitutional committee of the House of Peoples were in session and they DID NOT ACCEPT the kill-law amendments to the animal welfare act! Instead the Council of Ministers, the BiH Government, prepare an action plan for the implementation of the existing law!
PLEASE NOTE that this is not the final vote on the law.
The next session of House of People is going to be held on 24th January. There is HOPE, however, as the delegates for the House of Peoples rarely legislate a law for which the committee has given a negative opinion.
We are in a good position, but this victory is only one step in this next part of the legislative process, and we need to keep campaigning and we need to loudly express our hope that the delegates will respect the decision of the committee, and that if the amendments are NOT legislated, then we must keep pressure that the existing animal welfare act (which is a very good one) be implemented as per the committee's recommendations.
I am awaiting further instructions from the activists in BiH. But for now, all I can say, is a HUGE THANK YOU to everyone involved and of course to the members of the Committee...
In Indjija there is still no shelter for homeless animals. Dogs are taken to the village Maradik, near Indjija. They keep them in this small cages for several days, without food and water, where dogs slaughter each other. Then, officially, they kill them but, unofficially, dogs are ALIVE transported to the factory where burned animal waste.

We first had this disgusting video footage sent to us this last weekend – now we have followed up urgently and we are pleased to say that:
The police of Valjevo city have now been following up this footage – as a result they have worked with the Public Attorney of Moinica City who gave an official report of the incident on National television on 10.1.2014. We understand that all persons involved in this incident who undertook this animal abuse and caused suffering have now been arrested and will be charged under Article 269 of Serbian law for animals. This has a maximum punishment of 3 years in jail.
Whilst we do not expect anyone to be sent to jail for 3 years, it is hoped by us and many others that the prompt action since the weekend will send a clear message to the communities that animal abuse will not be tolerated. If Serbia wishes to join the EU as a member state, then it really / seriously needs to address the issue of working to the good animal welfare laws which it currently has in place; rather than keep ignoring them. We have shown enough examples on this site where the laws are just ignored for the benefit of some, whilst the animals continue to suffer.
This is a start of actions which we very much hope will now continue.
Well done the Serbian campaigners who have worked so hard with us over the last few days to get a quick and positive result. They know who they are.

This happened on March 13, 2010. The police immediately found the perpetrators. Two boys - seventeen and fifteen years old. There is no "Spring cleaning of stray dogs"!

Every time when I feed them, I see in their dark unblinking eyes love and hope, fear and betrayal. This make me so sad.
Yes Monika and Desanka - the petition authors have never replied when I contacted them. I often wonder if some of them reach the targets at all especially when we receive no further info at all.

Petitions with a "wrong" or "no target" are indeed a problem...I am sure the authors want to do some good and help but they should first check the right targets before to open a petition. It happened to me too, that requests to petition authors stayed unreplied... the last one was when I supported a petition for a chained dog in the States that need to be freed immediately. I asked for more informations but never got a reply on it or any update. I guess meanwhile the dog died on its chain.

The unfortunate dog adopted by a boy who until recently lived in poverty
The boy Janos and his dad were lived in inhumane conditions - in the house where at any moment could fall down the roof and in which were many rats. Through the media about their situation heard the whole Serbia and money was collected to build them a new home.
At the same time, thanks to the media also, was saved ten-month-old stray dog to whom someone put a sewer pipe at the neck. For him was looking the whole city! After the dog was finally captured, the wounds of a sewer pipe has been repaired.
Little Janos and his dad has heard that the dog now is in the city pound. Since the fortune smiled at them and now have safe home, they thought it is their turn to help this unfortunate creature!
Janos: I'm very happy, I'll call him Zuca or Bole!
Their first dog Zuca killed the neighbors with a shovel, which, of course, was not convicted for animal cruelty!
The boy has never forgotten his beloved pet, at least not until today. Now they live in another area, away from people who hate animals.

Officially, the kill-law is not approved. Still the House of people needs to approve changes of the Animal Welfare Law. But I'm afraid of the worst, only few hundred people came to the protest in Sarajevo.
"Even if the law goes through, there is much we can do: all shelters need to be closely monitored to try to ensure that any ‘euthanisation’ as required by these proposed amendments is humane and that all other aspects of the Animal Welfare Law are implemented."
Most people in BiH are very poor, the activists doesn't have money for any campaign, to print posters or to pay air time on TV.

Emil Kabil: The law that we have is very humane and good but is not implemented because it requires money. Local communities have no money and that why we have many abandoned animals in the cities. Proposed amendments of the Animal Protection Law are the infantile way to solve this problem and attempt to legalize the killing of animals. No responsible vet will practice this and make it work. With these changes you want to solve the problem on usual Bosnian way: put them in the truck, drive out of the city and kill.
From PRESS RELEASE of Veterinary University in Sarajevo, which has good international reputation: Regarding euthanasia as a way to control dog population in cities of BiH, Veterinary University from Sarajevo is guided only by the parameters of the profession. THIS INSTITUTION WILL NEVER SUPPORT THE EUTHANASIA OF HEALTHY ANIMALS.
Just to mention, the price of euthanasia is 150 KM (77 Euro). On the other hand, the cost of sterilization is 90 KM (46 Euro).

This is my stray friend Foxy from Zabran, Serbia. First, someone shot her in the leg but she recovered and remained gentle. "The children from nearby houses were regularly feeding this abandoned puppies, but on last Sunday came two boys who were tortured and killed them in a monstrous way. This took place in front of a group 15 children, who looked startled but because of fear they didn't do nothing.
Milica Rankovic, president of the Animal welfare organization "Phoenix" says that children who are able in this way to kill animals has serious psychological problems.
- These are the little psychopaths. Parents should be punished and the children sent to psychiatrist. I hope that the police will react properly and this time animal cruelty will not be tolerated.
One of the two killers of puppies in the neighborhood is already known for vandalism. The parents of the child were warned to pay attention to his behavior. - His mother told to the neighbors: "Just try to file a police report, I drink coffee with all police officers in Resnik."
Police went to the scene and promised to bring the perpetrators to justice.
The horrible squishing sounds of the puppies can hear the whole Resnik. Their call for help was not the only thing that was alarming, but also the fire on which the boys burned this babies ... but none one of adults came out to help them. I will go.
These are very common cases in Serbia, unfortunately Serbian authorities are doing nothing!!!! People report to the police animal cruelty, and all cases remains unsolved.

Daniel is 16 year-old boy from Serbia. In 2011, he posted on his FB page video in which he kicks one kitten.
To people who condemned him for animal cruelty he left threatening comments, that he is going to slaughter them as he slaughtered dogs.
But after the Police filed a criminal charge against Daniel, for killing and torturing animals and for incitement of national, racial or religious hatred, he told: "I did not train my dogs to be bloodthirsty. I'm so scared!" and "I feel like I've killed someone, I'm afraid that somebody will kill me now".

Parliament of Bosnia and Herzegovina organized 03.10. 2013 the public hearing about the Animals Welfare Law and the proposed possibility to euthanize homeless animals after 15 days in shelters.
All participants agreed that the Law, passed 2009, is good but they were doubtful about its implementation. On this public hearing was many representatives of government, commerce and veterinary colleges and NGO organizations - and divided opinions and discussion about the changes of the Law.
Possibility to euthanize stray animals caused the big storm. This proposal opposed by a large number of non-governmental humanitarian organizations, sponsored by foreign donors.
"I think, any law that is being discussed in BiH Parliament has not caused the attention of the international community as this one, especially of international welfare organizations that pressure us not to change the Law" - said Nermina Zaimovic- Uzunovic - who proposed the euthanasia of animals in shelters. She added that "for her the life of one child is more important than all the dogs".
"Bull fighting are strictly prohibited by our Law, but we witnesses that tens thousands of people gather to watch this fights, it's a tradition in BiH and should be legalized because it is not bloodthirsty fight like in Spain" - said also Nermina Zaimovic-Uzunovic.
In the last days BiH Parliament was covered up with protest emails of various organizations, and people, especially from Germany, Malaysia, Mexico, Brazil, Canada, England, France and Italy, who are very concerned about the fate of Bosnian stray dogs.
The people from profession believes that such a law threatened the basic rights of animals.

This facility saved over 1000 dogs, and was no other choice because the policy of the state and city Subotica was, as now, to kill, just to kill. Irresponsible people who didn't want to solve the problem of abandoned animals humanely - sterilization and responsible ownership - were never punish. We are aware, in this facility are not excellent conditions but in which Serbian shelters are. We also know that shelter ALEX is one of the few in Serbia that has humane conditions, and in the time when was established was the only one. Zoohigijena and Belgrade Veterinary service work to solve this problem. All dogs and cats suspected to be infected with rabies will be taken to the quarantine for observation. No need to create panic, there are no hunters in the town who are killing dogs. Currently over 50% dogs are vaccinated, and by the end of the action we expect that about 90% of animals will be vaccinated in contaminated area.

The Ministry of Agriculture has ordered in Obrenovac the killing of dogs and cats without owner for alleged rabies!
OBRENOVAC - ORDERED THE SLAUGHTER OF ALL UNMARKED AND UNVACCINATED DOGS AND CATS. Although the EU for years give millions Euros for vaccination against rabies, Serbian Ministry of Agriculture declared area of Zabrezje in Obrenovac infected by the deadly disease rabies - which raises the question how this is possible despite all control measures.

According to the organizers, RABIES" WAS USED FOR YEARS AS EXCUSE, EVERY TIME WHEN THE GOVERNMENT WANTS TO GET RID OF STRAY DOGS.
We demand systematic solution and to build animal shelter in Obrenovac, whose main task will be sterilization and postoperative recovery of stray dogs. Only in this way we can solve the problem permanently - organizers of protest said.

My dream would be to deliver punishment on every abuser like this so they could never do it again. It is the only solution. You cannot educate cruelty out of a person.Every day dogs are suffering brutality at the hands of monsters. A dog may be 'man's best friend' but humans are certainly not friends of dogs.

In the recent time, there is nothing in news about killing stray dogs but I sent this letter to animal welfare organization EPAR-OIPA SRBIJA. Slavica, the president of EPAR, wrote:
Dogcatchers throughout Serbia are still working on the same system - illegal - and will work so long as Serbian government, in all Serbian cities, does not make the Law and control programs to reduce the population of stray dogs and cats. The Serbian Animal Welfare Law prohibits killing of animals, but city governments will work illegally so long as is possible, and is tolerating by the Ministry of Agriculture and Veterinary Inspection Department.
Until this is resolved globally in Serbia, it will not be possible to solve it either locally. Those who do not work according to the Law, do a criminal act in order to obtain self and / or others, material wealth. So, in this area we are dealing with corruption from top to bottom of the pyramid, which prevents the correct implementation of the judicial power.
Legislative authority is created good Animal Welfare Law in Serbia (for pets we have the best in the world, because nowhere else is banned killing painlessly unwanted pet - in Serbia is prohibited. Other animals, unfortunately, are not happy like pets).
How long will continue the killing of stray animals and unwanted pets in Serbia, whether this are doing individuals or public service "Zoohigijena", depends on our knowledge, wisdom and determination to fight against corruption in this area of public life in Serbia.

I want to express my deepest indignation for the recent campaign, launched by the government of Belgrade, against stray dogs.
I know that in Pozega there is a terrible city pound called “Nas Dom”, which lodges strays from eight municipalities, where dogs are being killed every 7-10 days.
I ask the Serbian Government to respect the European Convention for the Protection of Pet Animals, ratified on July 2011, in which clearly is stated that Stray animals are abandonned Pets; to stop immediately and definitely the mass killing of stray's and to launch programs of catch-neuter-return in all of Serbia!
Show the world that Serbia is respectful, civilized, ethical and humane towards animals!

QUESTION FOR WRITTEN ANSWER TO THE EU COMMISSION ABOUT THE TREATMENT OF STRAY ANIMALS IN BIH
Bosnia and Herzegovina has aspirations to join the EU, but will have to align its legislation with EU standards before it can be permitted to join.
I have recently been informed of the appalling treatment of stray animals in Bosnia and Herzegovina. Some recent examples include the inhumane way that dogs have been treated and disposed of at the Hresa and Banja Luka shelters. Such shelters are allegedly used to misappropriate public money, which may include financial aid provided by the EU to Bosnia and Herzegovina.
Whilst there is no EU legislation on the treatment of stray dogs, Article 13 TFEU does require Member States fully to respect the welfare requirements of animals.
1. Has Bosnia and Herzegovina begun to align its legislation with EU legislation on this matter in line with the Interim Agreement?
2. Will the Commission be carrying out an investigation into state shelters and animal abuse in Bosnia and Herzegovina?

The EU legislation on animal welfare covers currently a large field, from animal welfare in farms, zoos and laboratory-testing of animals to movement and transport of pets. The welfare of (stray) dogs and cats does not fall under the EU's competence but within the remit of Member States' administrations.
The Commission has actively supported the work performed by the World Organisation for Animal Health (OIE) to develop guidelines for the control of stray dog populations, recognising the importance of controlling them without causing unnecessary animal suffering while minimising public health and safety risks. However, it is up to Bosnia and Herzegovina, as full member of the OIE, to consider how it might most appropriately use these international guidelines in its national context.
The alignment of national welfare legislation with EC law is a prerequisite for EU membership, with the objective of full application of EU legislation upon the country's accession to the EU. In the case of Bosnia and Herzegovina, although there is legislation in place (Law on Animal Welfare), this is not fully implemented.
The Commission monitors regularly the enforcement of EU legislation on animal welfare through inspection services, spot audits and technical trainings. Technical assistance is available and offered to candidate countries both for the transposition and the implementation of EU legislation. However, for the time being no particular investigation into state shelters of Bosnia and Herzegovina is planned to take place.

Serbia desperately needs an Animal police, but I am afraid that our government doesn't care enough to do anything about it. NGO European Initiative 17 posted on its Facebook profile photo of brutally murdered dog, whose skin was complete removed from his body. DOES ANYONE CARE???
Danica Drobac, president of the NGO European Initiative 17, said there is no more information about this brutal murder. She hopes that whoever did this will soon be caught.
"I cannot believe something like this happened in Belgrade in year 2013! After I received this photo, I did not sleep all night" - she said.
Jasmina Golubovic i Vladan Ilic, who found the dog, informed the police about this case of animal cruelty. Until this moment, no one came to the place where was discovered dog's corpse.
By the Serbian Animal Welfare Low, the police is obligated to deliver animal's body to the public animal service Zoohigijena to do an autopsy and reveal under what circumstances the unfortunate animal was killed.

Millions of people around the world are horrified with constant reports of unbelievable animal cruelty in Bosnia and Herzegovina. Many international animal welfare organizations cite BiH as the country with the most instances of animal cruelty and suffering. One such issue has been reported widely - images from the "shelter" HRESA show starving dogs and dog corpses left amongst living dogs.
I have been reading with consternation the news that Serbs from the Republic Srpska have been paid 10.000 euro to kill the dogs at Hresa pound - in the worst possible way, with axes, iron bars...
Last year the Hresa pound was closed, due to a number of irregularities discovered in his functioning and documented animal abuse. 52 dogs were killed there in one night. Dead bodies left amongst living, dogs with open wounds... Apparently, at Hresa use very BARBARIC methods to euthanize dogs!
NOW HRESA IT IS OPEN AGAIN!!!!
After re-opening, Ibrahim Hadzibajric, Mayor of Municipality Stari Grad in Sarajevo, has stated he has signed an agreement with the Hresa Municipality to send dogs from Stari Grad to the Hresa "shelter". Hresa Municipality is in an area of Bosnia which allows euthanasia of dogs after 30 days, where as it is illegal to do this in Stari Grad Municipality in Sarajevo.
Activists who recently visited pound Hresa, find 20 SUFFERING DOGS on wet concrete floor, with frozen water and moldy bread. They were NOT ALLOWED to feed the dogs! Five newborn pups have already died from the subzero temperatures and terrible conditions in the Hresa.

I believe that countries who are seeking to acquire EU membership need to demonstrate certain standards of animal care! Please raise these issues with the European Commission and the European Parliament’s groups. It is imperative that the European Commission and the Parliament discusses the matter of animal welfare with their Bosnia and Herzegovina counterparts and urgently demands a full investigation into the public shelters and animal abuse cases.
I urge you to help ensure that the Bosnia and Herzegovina authorities implement internationally agreed-upon guiding principles on humane stray dog population control.
