Belgrade officials, Serbian authorities credibil???

In Serbia, The problem of unwanted/abandoned animals is occurring in the past 15 years.
By statements from all sides involved, every year, from October- till April, Government kills more than 6000 dogs in (Serbian capitol) Belgrade alone.
This information we could not confirm, as we stated previously thousands upon thousands are killed, but as there is no control body for stray animal population there are no closer measurements to investigate.
As for the sterilization, those “Plans” failed many times-Sterilized are just those "stray-pet animals” with us- street guardians/and those that were adopted from streets, they were previously sterilized. “street animals” spend their time near buildings or in local parks and they have care takers, they are feed, sterilized, vaccinated, properly marked with numbers/some are micro-chipped and cleaned of parasites, etc… those animals/dogs and cats are people friendly, there is NO need to kill them!
Every year we are trying to save those newly abandoned (mostly in summer time- animals get abandoned and in time of winter holidays) those poor ones are not spayed and neutered …
Pet sterilization is not popular in Serbia.. We do all we can, without the help of city officials.
Every year caretakers spend their money to spay and neuter street/unwanted animals- and then dog catchers kill them.
When holidays come- people abandon animals again- and since those animals are not spayed- they reproduce, and problem is there again.”
-“The authorities (Belgrade City) are killing the animals all the time. Since January 2004 the dog-catchers (shinters) are "working" all day (from 06am until 6pm ). The problem is that officials do not know how to resolve the problem of stray animals: except by killing them! When sport events are planned in Belgrade, the killing is more intensive! in Belgrade the population of street dogs is mostly sterilized (by the French FBB, OVCA, and by Center for sterilization (CM)…, And those same dogs end up in OVCA facility more than 5 times in their short life! So we are obligated to count them every day, to spot in time that dogs are missing- and then to run to OVCA to get them out- before they get killed. Since government changed in Serbia/in 2000, from “the top” nothing was done humanly for animals.”
“Dragi S. (worker in OVCA) came near the dying female, she was breastfeeding her pups (they were no more than 10 days old) with the iron club he hits her on the head, until he knocked out her eyes. The Female was not trying to escape. She protected her puppies. When HE left, dying female kissed her puppies once more and crawled little bit further, to die.”
