They narrowly rejected (by 6 votes) a responsible alternate bill supported by Defenders. Given who controls the House and its committees, the vote was closer than most anyone in Congress expected.

The peace agreement reached last January between the government of Sudan and the Sudanese People's Liberation Movement (SPLM) was a positive and significant step. So was the decision by the U.N. Security Council to provide support for the implementation of the peace accords. But more must be done.
The United Nations must now move rapidly to deploy the 10,000 peacekeepers it has promised to monitor the peace, protect civilians and enforce adherence to the accord's protocols.
The international community must make good on its commitment to raise financial resources. The Sudanese people, the African Union and others in the international community must take urgent and immediate steps to end the continuing violent conflict in Darfur. The rock star and the president had lunch in the private dining room off the Oval Office, ordering from the menu at the same mess hall where White House staffers get their lunch. Bush, dressed in the classic presidential uniform of suit and red tie, also showed Bono, dressed in his trademark black jeans and sunglasses, around the Oval Office. Bono told Rolling Stone magazine in an interview before they dined that he had no fear of meeting Bush or any other world leader. "They should be afraid, because they will be held accountable for what happened on their watch," Bono told the magazine for an article on newsstands Friday. "I'm representing the poorest and the most vulnerable people. On a spiritual level, I have that with me. A major American attack on Iran's nuclear sites would kill up to 10,000 people and lead to war in the Middle East, a report says today.
Hundreds of scientists and technicians would be targets in the opening salvos as the attacks focused on eliminating further nuclear development, the Oxford Research Group says in Iran: Consequences of a War.
The research coincides with reports that strategists at the Pentagon are drawing up plans for "a last resort" strike if diplomacy fails. Plans for an assault have taken on "greater urgency" in recent months, The Sunday Telegraph said.
Tacticians at central command and strategic command, who report to Donald Rumsfeld, the defence secretary, have been identifying targets and the weapons needed to hit them.
The Oxford report says that Britain could be drawn into the conflict if the Prime Minister allowed American B2 bombers, which can carry 40,000lb of precision bombs, to use bases at Fairford, Glos, and on the Indian Ocean island of Diego Garcia.
Precision bombing could put Iran's weapons programme back five to 10 years but within a month the situation would become "an extremely dangerous conflict", says Prof Paul Rogers, the report's author.
The attack would result in "a protracted military confrontation" involving Israel, Lebanon and some Gulf states.
More than 100 American bombers, many based on carriers in the Gulf, would take part in a huge simultaneous surprise air attack on 20 key nuclear and military facilities, the report says.
If the targets included the nuclear reactor at Bushehr, which will become fully fuelled this year, a radioactive cloud could spread over the Gulf. Iran's small navy, which includes three submarines, would have to be attacked to negate threats to vital shipping lanes in the Straits of Hormuz.
But Iran could still retaliate with suicide speedboats, possibly leading to crippling rises in the price of oil.
Prof Rogers, professor of peace studies at Bradford University, says that American military action would also have a unifying effect on the rule of President Mahmoud Ahmadinejad and exacerbate anti-American hostility in the Islamic world.
The report says that a ground offensive in Iran would not be feasible, as it would require at least 100,000 troops - and American forces are already over-stretched with 130,000 soldiers in Iraq and 18,000 in Afghanistan.
Iran would probably withdraw from the nuclear non-proliferation treaty and speed up its secret nuclear weapons programme.
The report concludes: "A military response to the current crisis is a particularly dangerous option and should not be considered further. Alternative approaches must be sought, however difficult these may be."
In a similar briefing before the invasion of Iraq in 2003, the Oxford group predicted that Saddam Hussein's regime could easily be overwhelmed but that the country would become a hotbed of insurgency.

The Bush Administration has embarked upon a military adventure which threatens the future of humanity.
Iran is the next military target. The planned military operation, which is by no means limited to punitive strikes against Iran's nuclear facilities, is part of a project of World domination, a military roadmap, launched at the end of the Cold War.
Military action against Iran would directly involve Israel's participation, which in turn is likely to trigger a broader war throughout the Middle East, not to mention an implosion in the Palestinian occupied territories. Turkey is closely associated with the proposed aerial attacks.
Israel is a nuclear power with a sophisticated nuclear arsenal. (See text box below). The use of nuclear weapons by Israel or the US cannot be excluded, particularly in view of the fact that tactical nuclear weapons have now been reclassified as a variant of the conventional bunker buster bombs and are authorized by the US Senate for use in conventional war theaters. ("they are harmless to civilians because the explosion is underground")
In this regard, Israel and the US rather than Iran constitute a nuclear threat.
The planned attack on Iran must be understood in relation to the existing active war theaters in the Middle East, namely Afghanistan, Iraq and Palestine.
The conflict could easily spread from the Middle East to the Caspian sea basin. It could also involve the participation of Azerbaijan and Georgia, where US troops are stationed.
An attack on Iran would have a direct impact on the resistance movement inside Iraq. It would also put pressure on America's overstretched military capabilities and resources in both the Iraqi and Afghan war theaters. (The 150,000 US troops in Iraq are already fully engaged and could not be redeployed in the case of a war with Iran.) Continued part 2.
In other words, the shaky geopolitics of the Central Asia- Middle East region, the three existing war theaters in which America is currently, involved, the direct participation of Israel and Turkey, the structure of US sponsored military alliances, etc. raises the specter of a broader conflict.
Moreover, US military action on Iran not only threatens Russian and Chinese interests, which have geopolitical interests in the Caspian sea basin and which have bilateral agreements with Iran. It also backlashes on European oil interests in Iran and is likely to produce major divisions between Western allies, between the US and its European partners as well as within the European Union.
Through its participation in NATO, Europe, despite its reluctance, would be brought into the Iran operation. The participation of NATO largely hinges on a military cooperation agreement reached between NATO and Israel. This agreement would bind NATO to defend Israel against Syria and Iran. NATO would therefore support a preemptive attack on Iran's nuclear facilities, and could take on a more active role if Iran were to retaliate following US-Israeli air strikes. Needless to say, the war against Iran is part of a longer term US military agenda which seeks to militarize the entire Caspian sea basin, eventually leading to the destabilization and conquest of the Russian Federation. The antiwar movement must act, consistently, to prevent the next phase of this war from happening. This is no easy matter. The holding of large antiwar rallies will not in itself reverse the tide of war. High ranking officials of the Bush administration, members of the military and the US Congress have been granted the authority to uphold an illegal war agenda. What is required is a grass roots network, a mass movement at national and international levels, which challenges the legitimacy of the military and political actors, and which is ultimately instrumental in unseating those who rule in our name. War criminals occupy positions of authority. The citizenry is galvanized into supporting the rulers, who are "committed to their safety and well-being". Through media disinformation, war is given a humanitarian mandate. To reverse the tide of war, military bases must be closed down, the war machine (namely the production of advanced weapons systems) must be stopped and the burgeoning police state must be dismantled. The corporate backers and sponsors of war and war crimes must also be targeted including the oil companies, the defense contractors, the financial institutions and the corporate media, which has become an integral part of the war propaganda machine. Antiwar sentiment does not dismantle a war agenda. The war criminals in the US, Israel and Britain must be removed from high office. What is needed is to reveal the true face of the American Empire and the underlying criminalization of US foreign policy, which uses the "war on terrorism" and the threat of Al Qaeda to galvanize public opinion in support of a global war agenda. With between 200 and 500 thermonuclear weapons and a sophisticated delivery system, Israel has quietly supplanted Britain as the World's 5th Largest nuclear power, and may currently rival France and China in the size and sophistication of its nuclear arsenal. Although dwarfed by the nuclear arsenals of the U.S. and Russia, each possessing over 10,000 nuclear weapons, Israel nonetheless is a major nuclear power, and should be publicly recognized as such. Today, estimates of the Israeli nuclear arsenal range from a minimum of 200 to a maximum of about 500. Whatever the number, there is little doubt that Israeli nukes are among the world's most sophisticated, largely designed for "war fighting" in the Middle East. A staple of the Israeli nuclear arsenal are "neutron bombs," miniaturized thermonuclear bombs designed to maximize deadly gamma radiation while minimizing blast effects and long term radiation- in essence designed to kill people while leaving property intact.(16) Weapons include ballistic missiles and bombers capable of reaching Moscow... The bombs themselves range in size from "city busters" larger than the Hiroshima Bomb to tactical mini nukes. The Israeli arsenal of weapons of mass destruction clearly dwarfs the actual or potential arsenals of all other Middle Eastern states combined, and is vastly greater than any conceivable need for "deterrence."
PART 4. Many Middle East Peace activists have been reluctant to discuss, let alone challenge, the Israeli monopoly on nuclear weapons in the region, often leading to incomplete and uninformed analyses and flawed action strategies. Placing the issue of Israeli weapons of mass destruction directly and honestly on the table and action agenda would have several salutary effects. First, it would expose a primary destabilizing dynamic driving the Middle East arms race and compelling the region's states to each seek their own "deterrent." Second, it would expose the grotesque double standard which sees the U.S. and Europe on the one hand condemning Iraq, Iran and Syria for developing weapons of mass destruction, while simultaneously protecting and enabling the principal culprit. Third, exposing Israel's nuclear strategy would focus international public attention, resulting in increased pressure to dismantle its weapons of mass destruction and negotiate a just peace in good faith. Finally, a nuclear free Israel would make a Nuclear Free Middle East and a comprehensive regional peace agreement much more likely. Unless and until the world community confronts Israel over its covert nuclear program it is unlikely that there will be any meaningful resolution of the Israeli/Arab conflict, a fact that Israel may be counting on as the Sharon era dawns. He addresses my own frustration as a pacifist over the question of "what to do?" He is not directive there, and I think that speaks of the same frustration. In North Yorkshire, there is a wonderful ancient sacred site called Thornborough Henges. (See http://www.timewatch.org )
Unfortunately, this monument complex has been suffering from large scale quarrying and the public have been allowed to forget they exist. TimeWatch.org have done a great deal to raise their profile and now there is a simple way that you can help:

CARECalls on International Community to Act Now in Haiti
Port au Prince, Haiti (February 16, 2006) — "The
country's new president and parliament need to join forces and promote
national reconciliation in order to rebuild Haiti," says Abby Maxman,
Country Director for CARE in Haiti. "At the same time, the
international community must deliver on its promises of long-term,
active support for this process without delay." CARE, a leading
poverty–fighting organization, has worked in Haiti for the past 50
years.
Decades of social inequity and political instability have helped to
drive the country deeply into poverty. That poverty has further fueled
environmental degradation as people cut down trees for charcoal to sell
and this in turn made Haiti even more vulnerable to natural disasters.
Last year, for example, more than 2,000 people died and thousands of
homes were destroyed by Tropical Storm Jeanne.
"The majority of Haitians struggle to survive every day," says
Maxman. "Yet many continue to hope that things will be different one
day. If the national government works to unify the country with the
support of the international community, that day could come soon. Now
is the time to invest in Haiti's future."

The scope of our mission has changed considerably since our founding

West dropped out and began working on his music career. Even while attending school, West produced for local acts. He gained some fame by producing hit singles for major hip-hop/R&B artists, including Alicia Keys, Jay-Z, Janet Jackson, Brandy,Talib Kweli, Dilated Peoples, Ludacris and John Legend. West himself worked on his solo album for a long period of time, having the release pushed back on multiple occasions. West became a major name in hip-hop production following the release of Jay-Z's critically-acclaimed album The Blueprint. Later that month, he suggested in Playboy that he'd be a griot. ------[A griot (pronounced "gree-oh") is a West African poet, praise singer, and wandering musician, considered a repository of oral tradition.] -----in a modern day Bible claiming "I bring up historical subjects in a way that makes kids want to learn about them."
[ Rob here with a comment : this next sentence of his seems a bit "over the top" but I think his overall life/message supports his desire to be an important "griot." ] Seeing himself as an inspirational speaker, West claimed he would be "a part of the Bible" citing he is "definitely in the history books already."

The Allioni Need your help; One of Turkeys most important heritage sites is the Roman Spa of Allianoi. Unfortunately a new dam is going to flood the entire site which will wreck it. A change to the dam design would stop this.
The world's oldest known ancient thermal city, Allianoi, stands to be flooded when the Yortanli Dam begins operation this November. (concerned with Industrial profit, bottledwater etc.) Located in the very centre of the planned dam lake, it will be submerged under some 17 metres of water. If no solution is found, Aegea may lose a significant historical site,and heritage.

Primate experimentation in the United States is out of control.In the last ten years the number of primate experiments funded by the National Institutes of Health (NIH) has increased by 76%. Statistics based on data published by the United States Department of Agriculture (USDA) reveal that primate experimentation in the U.S. has reached an all time high with over 120,000 of our closest relatives suffering and dying in laboratories during the last two years.
Repetition is rampant among NIH-funded projects. Currently 170 National Institutes of Health projects study neural information processing in macaque monkeys. 75 grants fund examinations of cocaine in primates. 70 experiments examine vision in macaque monkeys. These experiments continue for decades wasting millions of tax dollars and victimizing primates for an entire lifetime.
We must all continue to work together to insure continued progress for animals in laboratories.
There are over two hundred primate laboratories in the

Primates possess many qualities which were once considered solely human attributes. The central nervous system of Primates and humans is organized in almost the same way, and there are similarities between the social behavior, emotional needs and intellectual capabilities of humans and other Primates. Primates demonstrate the ability to reason, to exhibit friendship and altruism, to suffer fear and stress.
UK and EU legislation has been partially expanded to supposedly protect their specific requirements in the laboratory and afford them a 'higher' status than other animal species under Directive 86/609/EEC. The reality is, however, that this legal provision does not prevent thousands of primates each year enduring terrible pain, suffering and death in the laboratory. . Experiments that would be unthinkable if performed on human subjects should also be considered morally unacceptable when carried out on our genetic cousins.
Researchers use primates as 'models' of human diseases on which the development and progression of such diseases can be monitored and treated. However primates, like other animals, make poor 'models' and attempting to extrapolate test results from one species to another is a fundamentally flawed research methodology. Despite their similarities, there are also many significant differences between humans and others Primates.
The fundamental flaw underlying the research of human diseases in primates is that researchers can only attempt to artificially induce similar superficial symptoms of human diseases in Primates, which is very different from studying a naturally occurring disease in a biologically relevant animal i.e. a human patient.
Primates who are removed from their normal habitat, deprived of environmental stimulants and social interaction, make poor 'models' on which to record the 'natural' development of disease or infection. Like human beings, primates react very differently to disease or illness depending on their physical and psychological states.
The reality is, despite what the research industry would have us believe, primates do not provide a reliable 'model' of the human being. After decades of research on primates, scientists have repeatedly failed to make significant breakthroughs in fully understanding the onset and progression of HIV or AIDS, cot death, epilepsy, Parkinson's or Alzheimer's disease, or cancer - all human conditions which have been thoroughly, though pointlessly, explored through research on Primates.
With a federal investment of just $1.53 per American per year, public broadcasting creates and distributes programming such as Morning Edition, All Things Considered, Sesame Street, Frontline, American Experience and The NewsHour with Jim Lehrer. This small amount also allows public broadcasting to provide local community services like educational partnerships with schools, job training services, and the opportunity to explore locally important topics in-depth.
Yet President Bush has proposed a 38% reduction in funding for public broadcasting, which would be felt by the hundreds of millions of Americans who listen to NPR and watch PBS.

Congress and the Executive Branch should take the following steps to ensure an appropriate response to the needs of runaway and homeless youth:
Expand funding for the Runaway and Homeless Youth Act, which establishes three national programs:
The Basic Center Program which provides temporary shelter for youth in crisis and counseling for those youths and their families.
The Transitional Living Program which assists older homeless youth to move successfully toward independence.
The Street Outreach Program which connects youth on the streets to services and prevents sexual abuse and exploitation of these youths.
Ensure that services, supports and opportunities for young people are part of the local continuum of care and efforts.
Enhance funding for the Education for Homeless Children and Youth Program and enforce the requirement that all barriers to public school enrollment, attendance and success of homeless children and youth are eliminated.
Ensure that, for short periods of time, alternatives to mainstreaming are available to homeless youth under the Education for Homeless Children and Youth Program, to provide supplementary services to meet the unique needs of these youth.
Provide federal leadership to encourage cooperation at all levels of government and to involve leaders in state and local government and nonprofit organizations to better address the problems of runaway and homeless youth.
Hizbullah and Hamas continue to launch attacks on Israeli civilians. Israel continues to launch attacks against civilians and against civilian infrastructure. Over 350 Lebanese, 80 Palestinian and 15 Israeli civilians have been killed during the current escalation of the crisis. Israeli strikes on civilian infrastructure have also targeted roads, bridges, electrical generating plants and other facilities.
Amnesty International is one of the only grassroots groups addressing violations by all parties to the conflict. Your help is both needed and appreciated.

Yesterday, I spoke to Delara's lawyer, Mr. Khormshahi.He informed me that Delara's blood test results are still not in, but that he and Delara's father had requested a complete physical for Delara, because she has grown so thin and anemic. The news of the arrival of Iran's Supreme Court's decree of approval of Delara's death sentence has served as yet another blow to the naturally sensitive artist.
Mr. Khormshahi explained that in all the years that he has practiced law, he has never come across any one like Delara. He emphasized that unlike other individuals who had been in the news for committing crimes as minors, such as Nazanin Fatehi, Delara did not kill anyone. Delara's father describes Delara as a truly gentle soul who can not bear the suffering or unhappiness of anyone around her. When Delara's sisters would find themselves facing punishment for something they should not have done, Delara would routinely attempt to take responsibility for their actions, and would ask her parents to punish her instead. When Delara claimed responsibility for the murder of Mahin, she was, once again, trying to save a loved one – this time her boyfriend Amir – from facing the punishment that he was certain to receive. Amir had convinced Delara that because she was only 17 at the time of the murder, she could not be punished if she claimed responsibility.When Delara realized that Amir had lied to her, it was too late: She was already in jail for murder and faced execution.
Delara feels broken and betrayed.Despite her repeated claims of innocence and despite forensic evidence showing that the petite artist, poet, and pianist could not have been the murderer, the trial court sentenced her to death by hanging. Iran's Supreme Court has upheld that ruling.
In addition to facing execution for a crime that she never committed, Delara has had a difficult time dealing with the fact that the boy she loved and for whom she sacrificed so much has refused to admit to his role in the crime. Amir's silence about the events of the night of Mahin's murder has secured him a 10 year prison sentence instead of capital punishment.Delara, on the other hand, is haunted by images of death on a nightly basis and suffers from extreme depression. In January 2007, she attempted to take her own life in prison.
Delara's lawyer informed me that the one thing that has brought some joy and a smile to Delara's face recently is the news that someone in a land far away was thinking about her and had sent her presents. He asked me to continue sending her letters, books, and painting supplies, since -- true to her sensitive nature as an artist -- Delara loves beautiful things and words and finds comfort in knowing that she is loved by someone, somewhere.
Delara misses music.She misses playing the piano.She spends her days writing poetry, reading books, and, if she feels well enough, she paints.
In prison, Delara is loved by her prison mates.Her kindness and soft heart has touched all who have come into contact with her. Her lawyer tells me that not a week can go by without a call from Delara asking him to please help her prison mates, often offering to trade her own representation for them.
