The Miami-Dade shelter is currently being investegated by the Humane Society of the US (yes, the big daddy one) because of the cruelty, and other issues. Two weeks ago, a woman went there to rescue a dog, and the paperwork was stapled to her neck. No, not the collar... the NECK.
