If I were Mayor, I'd make the world a better place by find a way to make some consequences for people who litter (including cigarette butts), instead of just having a meaningless sign posted, to say they'll be a fine to pay!

What Bugs Me people who litter cigarette butts, in places like, parking lots, highway exit ramps, red lights, flowerbeds of office, worst of all the ocean!
