This petition involves both not-for-profit and for profit group homes, boot camps, state funded and behaviorial modification centers in and out of the US. Too many kids have died, been subjected to abuse, and suffer due to the lack of regulations that govern this industry.

The Freedom of Choice Act, introduced by Sen. Barbara Boxer (D-CA) and Rep. Jerrold Nadler (D-NY), would protect women's rights even if President Bush and his anti-choice colleagues in Congress continue to dismantle Roe v. Wade.
As you read this, teenagers are being physically, sexually, and emotionally abused. So-called "teachers" are terrorizing their pupils, forcing "misbehaving" adolescents into solitary confinement where they pass days, weeks, sometimes months with thier heads against blood- and urine-soaked floors. These children are being abducted and handcuffed without warning, flown to foreign countries where they are not permitted to have contact with the world they once knew. Although some are lucky enough to escape, the impact of such an experience lasts a lifetime.
Who is responsible?
The parents.
Parents are paying upwards of 40,000 USD a year to have their "troubled" teens taken to "behavior correction" facilities outside of the US where they are emotionally and physically ravaged by unqualified "guardians." Worst of all, it's perfectly legal.
That is where you come in. The vast majority of parents are ignorant of such facilities as "Tranquility Bay" and "Casa By the Sea" and the atrocities that occur there on a daily basis. It is my hope that public awareness of this troubling issue will help to, in time, reform or eradicate the organizations altogether.
