Seems like it would be a pretty simple concept that if government services are decreased there would be a corresponding decrease in government expenses - yet Oregon government was compelled to raise $800 million in new taxes. The second largest Oregon State government expense is the Department of Human Services. Seems that decreasing this department by 20-30% this would produce a corresponding decrease in DHS staffing. Was there? No.

Why can't social services be shifted back to the communities where is is best monitored and assessed? In Molalla we had a "Community Summit" to develop a strategy for collaborating and inventorying services provided by 501c(3), volunteer, faith-based, school and government organizations. The City of Molalla subsequently re-established Communities That Care as a vehicle for assisting community organizations to provide their services.

It's not a comprehensive answer to the need to cut government expenses by shifting social services to communities, but it's a start to addressing Housing, Healthcare, Transportation, Employment, and Family Skills needs at the community level.
