This happened right for Christmas Eve, in Suceava City Hall's "shelter. 20 dogs were burnt with tar in the local shelter, they were found in a room, crying of pain, trying to unstuck ... 2 of them had to be euthanised, because of the awful condition they were in. The managers of the shelter claimed that the dogs were attracted by the heat, and that they threw themselves in the tar!!!!!!!!! The local authorities promised that they will analyse the situation!
