Although I certianly signed this one, the Fish and Wildlife service does not "want to." It is composed of many biologists and other staff who look at the proposals in light of what is called compatible activities. Unfortunately political appointees of each presidential administration direct the policies of US Departments of Interior and Agriculture, and others.
In general these political appointees press for rule and regulation changes, and even put pressure on civil servant permanent employees. Some cave to pressure, as any concerted resistance to them can result in problems that make the job uncomfortable, to say the leaast.
In general though, all employees have to follow the law in their determinations. Laws and regulations in this case have defined certain activities as being "compatible" with FWS's job of managing and conserving wildlife.

You need also to strike at
1. The administration and its benighted policies, each time it attempts to diminish species protections.
2. All elected officials who attempt to place human business or proliferation above the remnant wildlife and lands left in the US or on earth.
3. Any and all business and "development" requested or done in the name of corporate or private enterprise that attempts to externalize the ecological costs, or infringe on wild populations, which are in danger and retreat everywhere from the onslaught of overpopulated technological growth and inhabitation schemes.
4. Community Chambers of Commerce which band together to reduce the perceived value of the world to money.
