I have never understood why people chain their dogs outside. If it is to guard their property, a dog, with it's hyper-acute senses can do this as well inside the home as out. I can understand farmers keeping their dogs outside as they are usually working animals, with their owners most of the day and with much larger property to guard. A guard dog can be a pet and a pet can be a guard dog. What other excuses are there for keeping an animal alone and chained to suffer whatever the extremes of weather?

'chained up unsupervised' - NONE of my dogs have ever been 'chained', neither unsupervised - they roam freely from inside the house to outside, every nook and cranny on our plot so I fail to understand what kind of owner does this - do you deserve being allowed in the company of an animal?

Gladly signed. Why do they get dogs if all they are going to do is chain them up??? A pet becomes a wonderful part of the family. If you want protection for your home, get a security system and stop treating animals like they don't matter.

Some dogs are chained for part of the day because they are fence jumpers, but not neglected. Other dogs are criminally neglected and chained outdoors 24/7. Let's be sure we can tell the difference.

As I was leaving a nursing home one day I heard a dog barking very strangely and looked over only to see a pit bull who was chained and had jumped over a fence and the chain got caught on the fence and he was choking. Of course his idiot owner was not around so I immediately called 911 and they sent out police and dog rescue. Just as the dog was brought to safety by the dog control, guess who showed up? Yep- gave her a piece of my mind and the dog was taken away. Can't fix stupid........

we need to make no chain nationwide, more noise more petitions to make it happened, this is outrageous, poor fuzzy friends, by careless owners, that don't give a darn, make the owners responsible with some kind of fine or jail time this is animal cruelty.

Many years ago, when I was still living at home, a stray pup decided that I should be his human. It was December 1967. Blackie is the name that we humans called him. He was kept chained up, except when I was taking him for a walk, or he was pulling us on our skateboards. He learned all kinds of fun stuff. One thing he knew how to do was to get out of the backyard, without digging under the fence. My mom would not let him live indoors. She was not a dog person. Funny, though. Blackie really liked her. I had to keep Blackie chained up for his safety. It saved him from getting hit by a car. There are all kinds of reasons for keeping a dog chained; but, it doesn't mean that the dog shouldn't be cared for. Blackie lived with my family for 13 years.

Signed! This is akin to having a bird in a cage....Birds are meant to fly unlimited expanses. If you have a yard....DUH! What the hell is the dog on a chain for??? And any idiot who has a dog with a tendency to dig, should know, that you as the owner, needs to dig e few feet below the fence line and line it with bricks so as the dog can not dig out.

Gladly signed and noted! This breaks my heart... I truly cannot understand why anyone would get a dog and than chain it up? My animals are like my children... they are a huge part of my life and a huge part of my home... not outdoor home but INDOOR home. I understand that in other parts of this country and other parts of this world, people have different views on how to treat their animals... some have "working" dogs and some get dogs to protect their homes for their safety. Regardless of the reason someone chooses to get a dog or any domestic animal for that matter, it should NEVER be chained... it should be treated with love and respect... given a warm cozy place to sleep at night... mine sleep in my bed, although some may not agree. It should be fed well and given plenty of water. I simply cannot understand how anyone could chain their dog up!!! This should definitely be against the law... in all States and in all Countries!!! Peace & light.

Gladly signed and noted! Tragically, this practice is one of the most common forms of animal cruelty! It should be banned everywhere! There are more dogs that die from this horrible and brutal practice than most people can imagine! Shame on communities that still allow this form of horrible cruelty to dogs.
"Chaining and tethering can be physically dangerous for dogs too. An improperly fit collar can result in injuring a dog's neck and throat; there have even been cases of dogs whose collars became embedded in their necks after years of being chained. Dogs chained near a fence can hang themselves if they try to jump over it in desperation. Health problems are frequent in chained dogs as a result of extreme weather, insects, and attacks from other animals. Chained dogs are also often the victims of teasing, and even theft or abuse by strangers." This poem is dedicated to all the dogs who died in their chains and the ones still struggling to be free .

The Chained Dog

He wonders every day
when he will be set free
while his calls go unanswered,
and he struggles in vain...
day after day he is on a chain.

If anyone ever stopped to look,
his eyes would implore...
for one day of freedom
how he pleas;
yet his anguish continues to be ignored.
He was born to run and be free...
not to be bound to a tree.

He has no toys
or bones like other dogs
Instead his mouth is raw from splinters
of limbs and twigs he's chewed on.
Instinctively he feels,
that this is not what life was meant to be.

It wasn't long ago that he was a puppy,
riding in a truck to his new home;
with hopeful anticipation
filling his thoughts
about meeting the companions,
he so eagerly sought.

Because he loved life and people,
he thought all people loved him too.
But, soon after he came,
they chained him to a tree.
No longer did he have a friend...
he cried for days
and nights on end.

Then they brought a house out to him,
a place where he could sleep.
Many days he is so cold...
shivering constantly,
and other days he feels no relief
from scorching heat.

So often frightened in storms
as his house fills with water,
he stands in a puddle
trembling with fear
as streaks of lightening
draw near.

There was a little girl
who used to visit him
but now he seldom sees her.
Sometimes she calls his name,
he tries to run to her
before the chain snaps him back
as a noose tightening around his neck.
His heart aches,
but the heavy chain never breaks.

Now his days are filled
with constant hunger and thirst
marked only by loneliness
and unbridled despair.

With his body and spirit broken,
he feels soon he may
never wake again
to another day of such pain...
a life of being condemned to a chain.
