If there's an economic incentive to cut down on waste, i.e. charging 5 cents for a plastic bag in grocery stores, then people will learn to bring their own reusable bags when they do their shopping.

Now what we need is a 5-cent deposit in place on plastic water bottles - I'm sick of seeing all those bottles littering the sides of the road.
