Hey Everyone,

Suggest that you do what I often do when encountering "resident" specific petitions, pick a zip code in the region and then carefully explain in the letter that you're not a citizen but are a friend and are concerned about the situation enough that you wanted to offer perspective and thoughts from someone on the outside, etc. If you have relatives or friends there, or once lived in the area, the argument holds even more weight.
