Menhaden, like many fish species, do not remain constantly in one place, they are highly migratory at all stages of their 7-year life cycle. currently juveniles (the size generally fished commercially) are showing up in record numbers in coastal Rhode Island, where we would normally only see aging adults.

the ocean is a big place...if you don;t see something, the first thing to do is usually check somewhere else in the species' normal range. many marine animals have long and complicated life cycles - lobsters have one extending 39 years - and breed or not according to population saturation. Menhaden when too common STOP breeding.
