Does anyone else feel that some officials just do not want to be bothered by those pesky animal abuse issues? Oh my, they just might have to follow up and do their job. Signed and tweeted

The New Hampshire House and Agriculture Committee recently presented a bill that would require those who record abuse to farm animals and livestock to report it to local authorities within 24 hours. This sounds like a law that would improve the efficiency of animal abuse cases, but what it will actually due is put a statute of limitations on what cases of abuse can be investigated. HB110 will dramatically effect animal rights groups’ ability to report longer, often more significant, cases of cruelty and must be stopped.

Six states have already adopted similar legislation–Iowa, Missouri, and Utah last year, and North Dakota, Montana, and Kansas 20 years ago. Critics argue that these laws are intended to silence groups who collect evidence of animal cruelty on private property because the information they report will be void due to the imposed time limits. In short, HB110 makes it nearly impossible for farmers to receive felony charges for animal cruelty and abuse even in cases with substantial evidence. In their 20 years of existence, no one has ever been prosecuted under these state laws.
