On January 22, the Working Group on the Use of Chimpanzees in NIH-Supported Research presented its final report to the National Institutes of Health (NIH) Council of Councils, which voted unanimously to support the report's 28 recommendations.

I wish to thank NIH’s Working Group for its study and recommendations on the use of chimpanzees in research and the need for retirement.

I wholeheartedly support the recommendations suggested in order to provide chimpanzees “ethologically appropriate physical and social environments.” The well-being of chimpanzees in captivity is best maintained when these animals are housed in environments that most closely resemble that of their natural wild habitats.

The Working Group also advised NIH to maintain a colony of 50 chimpanzees who can be used for research if a potential ‘need’ arises. I do not support this plan. I believe it is inconsistent with NIH’s acknowledgement of the unique ethical and scientific problems presented by using chimpanzees. However, I do approve of the recommended continuation of NIH’s moratorium on chimp breeding.

Additionally, the Working Group made extensive recommendations for the establishment of an oversight committee to determine whether future research projects meet new stringent criteria. While I do not support the use of chimpanzees in research, if these animals are to be used, the review process should be transparent and conducted by an independent panel as suggested. Importantly, that panel should include experts in animal welfare, conservation, and alternatives.

I would urge NIH to immediately retire all of its chimpanzees.

My comments:

The U.S.A. is the only State in the World that still persist in using Chimpanzees for “medical” Research even it’s proven that it has no scientific reliability to Human Primates!!!!! What is dangerous for a Chimpanzee might be ineffective for Gorillas or Men or viceversa!!

The disastrous Talidomyde tests in the ’50s were carried out on Chimpanzees with no negative results, BUT caused terrible deformities in the children of the HUMAN PRIMATES whose mothers had used that drug!!!

I would urge NIH to immediately retire all of its chimpanzees.
