This problem is caused by people and these innocent cats and kittens sadly pay the price. You have to be responsible for the animals you get, they can't be tossed aside when you don't want them anymore like a toy. You need to get them spayed or neutered so they can't make or have babies and they make much better pets when they are fixed. People need to be educated about the care etc of these animals, it isn't cheap, but they bring so much joy to your family. Where I live, when you get an animal from the shelter, you pay for the adoption but you can't take them home right away, the shelter takes them to your vet of choice and the dog or cat gets shot, a check up and is fixed. We have 3 rescue dogs and we have trapped, rescued and fixed many cats and released them. Most of them stay on our porch, but they aren't making or having babies. Help the animals with the problem that is everywhere and created by people.
