If we are to begin to address this at all, we must end all the subsidies to OIL,GAS, and COAL. That will increase the price and make us very aware of the expense of using fossil fuels. People in US whine, every time the price of gasoline increases by a few cents. If it increased by a few dollars they just might realize just what they doing and how expensive this is to planet earth. Do not build XL Pipeline, sign every petition and call congress daily, don't forget those calls to the White House.
