Under Regulations that apply throughout the European Union, known as the WEEE Regulations, member states have to offer separate collections for this type of waste, the Regulations came in to effect in 2005. The Regulations also allow the final users (the consumer) to return their unwanted electrical items for recycling, this has to be offered for free, this extends to stores selling domestic batteries and collecting bins are now very freely available.
