I don't understand how the regulations would be enforced. Would each prospective adopter be subjected to a home visit by State personnel so that they may prover their worthiness? If so, how would New Jersey's budget allow for the State personnel to be paid? Better if shelter personnel could better interview candidates, but they are already so underfunded and overworked, they cannot manage it. Even so, no matter what laws or regulations are implemented, there is no way to prevent every tragedy.

Laws do not make a safe society, despite good intentions. Too often good people are subjected to too much hassle and unlawful scrutiny, or are even forced to become "criminals" and find some "unlawful" way to accomplish what they would like due to excess restrictions/rules. I would imagine this would be no different. Good people may allow the intrusion into their lives, but bad people would find some other way to get want they want (e.g. have friends adopt for them, etc.)

doing extensive background checks before adopting out an animal is necessary, we want these animals to gio to good homes, where thet are allowed and wanted.

NJ's biggest problem is legislators have yet to shut down independent pet shops that sell puppies and kittens -of course mill animals..To make a sale, they will sell their animals to merely free up their cages for more animals.
There is no follow up, no interview of the adoptee's current pet situation etc. I have two of these terrible places 20 minutes from my home.

Signed. some people can care for 20 pets- other people can't even take care of two. Maybe a home visit or other kind of pre screening should be done before an adoption occurs...

Sara V With contract of "life time commitment"as if you are to adopt a baby could be done. Animals sold for profit must be illegal!!! The future adoptive parent/s will be paying only to the adoptive agency and make shore the future "parents" are adequate, willing and ready for the life time commitment of the animal chosen form shelter. There is already such thing in some places but I don't think is as good as it could be. At this point this is just an idea that could be beneficial for the animals who have no say in any of it. Instead of creating more unwanted puppies protect the ones are there and create more jobs too?We all are guilty of this miss-justice for the animals. Why not ask the government to chip in too? Right now only the animal lovers are giving money to the shelters and animal rights organizations…not more than 40% may be even less. How about the other 60%??? If the law is more severe there will be much less abuse.Right now animals are desperate and it's obvious something must be done! Much better than NOTHING. Another point you are bringing about people who are forced in to criminal activities. The government can't force people to make the right choices and eventually they all pay "the price" one way or another. The animals have no choices what so ever…just as babies don't! Thanks for taking the time.

I'm all for regulating adoptions, but it doesn't have to come at a price. Good homes aren't always rich homes, but they should definitely be checked up on, and maybe animals SHOULD be given for free to good homes. But yes, regulate stuff.
