Noted. I don't understand. If you've come to know that dog so well, why would you not simply retire it to your home, or a friend's home. It's really making me feel as if the so-called care that they profess for wildlife is all just a sham.

i wish i could help but where i live would be the worst possible place for these wonderful dogs

As others have said I am having difficulty understanding why the police officers who worked with these dogs didn't offer them a home but maybe they couldn't for some reason so all I can do (I don't live in the US) is to hope that they find a loving forever home and that they go on to have long and happy retirements.
