Public transportation is to be offered free of charge in some parts of Germany, to encourage people to leave their cars at home.

I just doubt that this will be possible. Trains are already full in the mornings and evenings, people taking those trains will have a profit, but...if somone has to change 2 or 3 different trains to arrive they will not change and by bus is the same problem. The biggest problem is that people driving just to go shopping or feching the children from school. Many years there were only a rush hour from 7- 9 am and 5 - 7 p.m. now you have rush hour all the time and waiting on the Bus Station for 15-20 minutes go somewhere is no way. The Minister mentioned have certainly their cars and do not go per train or bus. I know Germany very well and living now near Barcelona Spain, it would just be a dream.

Bold dedication to find a solution to our congestion, pollution, and climate issues. Germans have the ability to think collectively. They will resolve their issues. Funny, that was once said of Americans.......
