"Animals Australia says the Department of Agriculture Fisheries and Forestry (DAFF) has taken too long to respond to the allegations.

The animal welfare group, which was instrumental in exposing cruelty towards Australian cattle in Indonesia in 2011, first reported serious breaches of the federal government's Exporter Supply Chain Assurance System (ESCAS) at Kuwait's Al Rai market in August, and followed up with a second formal complaint last week.

On Monday, DAFF said it was assessing information provided by Animals Australia.

"Should DAFF determine there is a basis to the allegations, it will proceed with a full investigation," the department said.

DAFF said it was investigating a similar complaint received in August 2012.

"As with any investigation, it will take as long as needed to ensure all information is thoroughly examined and a regulatory response is made proportionate to the findings.

"Findings will be made public once this investigation is complete."

Animals Australia campaign director Lyn White said that since August, thousands of merinos had been sent to the Al Rai market, where they were not only being slaughtered without being stunned, but were also being handled and transported inhumanely.

Many of the sheep were being kept in outdoor pens with no access to shade, food or water, while those indoors were in complete darkness.

"We were shocked to see that the number of merchants selling Australian sheep at this cruel market has only increased," Ms White said.

"The only notable change since the previous complaint in 2012 is that Australian sheep are now having their ear tags ripped out in what we can only assume is a deliberate attempt to rort the system."

Separately on Monday, the WA Farmers Federation said it wanted the state government's assistance to streamline the ESCAS process and make its implementation cheaper for farmers."

These people are so backward! Until I started studying up on Islamization and Islamofacism, I honestly had no idea how backward the Arab Nations really were in reality. Up until recently, I just thought the U.S. militaries were just being insulting and disrespectful towards the Arabs. However, they were only stating facts.

Every autumn, I order a package of four high-quality merino wool socks. I have been doing this for close to 10 years. This year was my very first year for discarding an old pair of wool socks—these socks have a very long lifespan. This is a perfect example of how backward these people are. One can have a herd of merino sheep and make a decent living harvesting their wool coats for socks and sweaters for people in the Middle East and elsewhere!!!

They are just a degenerative bunch of people!!!

if they aren't raping sheep, they're killing them by slitting their throats while fully conscious. there is NO excuse for the australians selling live animals to mohammedans. NONE. for as long as they've existed, they have killed animals inhumanely, and treated them inhumanely until the slaughter. go to youtube and type in eid al-adha. be sure to grab a small (large maybe?) waste basket to puke into before you hit "play" though. see them laugh and mock the animals misfortune. streets awash in blood. sick sick sick. australia knows this, and they know that no changes have been made, and no changes will be made but they go on selling live animals into this hell anyway. if there's karma, maybe the authorities looking the other way will come back as a sheep.

as for care 2, if you so much as scold a puppy they have a main page article on it, but they ritually ignore the institutionalized cruelty to animals (and women, and children) of mohammedanism.

Do we really need a lengthy investigation to know that the Kuwaitis are maltreating the Australian sheep? Here in the West we have a problem with cruel conditons on factory farms, so can we expect any less from a Middle Eastern country or an Asian country? When it comes to money and flesh-feeding frenzies, everybody turns a blind eye.

THere is no excuse for the Australians to do live exports Its terrible how they are treated in these places and thats after the awful journey they have to suffer before they get there Dont they realise the world is reading this now They need to stop all live exports to the middle east All these places are the same

As an Australian I feel deeply ashamed that my government allows the live export of sheep to Muslim countries like Kuwait, Indonesia and Egypt where they are subjected to horrendous suffering.
I've complained to politicians on both sides of the political divide about this but it seems that making money far outweighs any concerns about animal welfare.

I come from a long line of American farmers and Native American people who lived off the land. Live stock was treated with respect....it did not matter that some of the herd would end up as food, while the animal lived, it was treated well. My people looked upon the earth as a gift from God so we must have reverence for the lives we are taking in order to sustained ourselves.
In our communities, those who abbused were shunned and discouraged from continuing the ill-treatment of the animals. It is horrifying to me that stories of abuse keep coming up!

Just the shipment alone would be cruel, but to be dropped in one of these primitive places doesn't bear even thinking about. When is the West going to stop pandering to these backward, tribal people and start demanding that they start abiding by modern human and animal rights standards? No other countries are allowed to get away with what these people do.

All live animal export should be stopped right now! Everywhere! Thanks, Julia Gillard, you stopped it for 5 minutes, and then it went on as usual! For pity's sake, this torture has been going on for as long as I can remember, and far longer than that! Where's your heart? Think about it while you're eating that lamb roast. This government makes me sick.

Thank you Beth for bringing attention to this cruel saga of live export. This has been going on for so long inspite of public outrage, its human greed and profit over compassion. Politicians are not willing to take on live export farmers.

They can "investigate" till the cows come home. The facts aren't going to change. If they are selling sheep to any Islamic country, those animals are being brutalized. Ever seen the video, posted here a while back, of how they celebrate one of their "holy" days by cutting the throats of camels? Hobbled camels? It was nauseatingly grotesque and the last time I will ever watch anything of the kind. But that IS how the religion of peace views animals, and for the most part us, as beasts to be slaughtered as they choose, blood seems to be their elixir, would that it be their end too for I have had enough of their brutal, oppressive ways.
