We lose $90 billion each year when big corporations dodge their taxes by stashing profits offshore, in low- or no-tax countries. Sen. Carl Levin's Stop Tax Haven Abuse Act would close up these loopholes.

I'm standing up for Sen. Levin's Stop Tax Haven Abuse Act -- to make sure that we close the special tax loopholes that let big corporations dodge their taxes, and that subsidize shipping American jobs overseas. Few things are more important to our future.

Thanks for Signing. Now Tell Your Friends. I will share in my next send out. I know you don't post often but this was certainly one to do so. We got into big problems when the taxes were cut and the wars began, no other Presidents did both in the past but now because we are in a mess the poor are suppose to keep sacrificing as the rich continue to accumulate 95% of the wealth generated in this Country....and then feel they shouldn't even offer back anything in taxes. They want it all and it's ripping the many of us apart.

Between the offshore bank accounts and the taxes we are loosing on marijuana legalization, we would have the deficit licked and a surplus to take care of some stuff that needs doing! It wouldn't take 3-4 years to fix the deficit and have enough to make the ACA work for everyone!

By the way, just in case anybody has forgotten, it was tax avoidance by the wealthy, that got Greece into its recent financial difficulty.
Imagine what this country could do with the additional $90 billion in its coffers! Pay down debt, increase safety net funding, OOPS THERE'S THE RUB, the wealthy, in their greed, do not want to feed the individual "Welfare State," only the corporate "Welfare State!"

Gladly signed and noted! It really raised my blood pressure when I read that the NFL is considered a "non-profit organization" and is being subsidized by taxpayers! As far as I'm concerned, because of the taxpayers' investment in the NFL, the "black-out" rule shouldn't apply. All taxpayers contribute to the construction and upkeep of the facility. Our stadium (Ralph Wilson) has one of the larger seating capacities in the league and even though it is not domed, and Buffalo winters can be very unforgiving, games are always blacked out unless they're sold out. And this occurs even though local taxpayers are funding the stadium and tax subsidies! This nonsense has to stop. We have to put a stop to all the tax loopholes and other forms of corporate welfare! Taxpayer dollars are being taken away from programs that feed the hungry --but not from large corporations that are flush with cash. This is so wrong...

Thanks, Robert, for posting this petition!

All tax havens should be illegal, and any corporation using one should have their charter revoked and their assets seized and the corporate officers jailed in a supermax prison.

Corporations should have less rights and breaks than people in every case. When they were first allowed by the founders of the country that was the situation, and should be again, and while Republicans are always pretending they believe in what the founding fathers did, (they don't) they would fight corporate fairness tooth and nail.

Thanks for the help Sheryl. I know you and all our thinking friends here realize how important this is. As for you John S...

“Offshore tax abuses are not only undermining public confidence in our tax system, but increasing the tax burden on middle America,” said Levin. “People are sick and tired of tax dodgers using offshore trickery and abusive tax shelters to avoid paying their fair share. This bill offers powerful new tools to combat offshore and tax shelter abuses, raise revenues, and eliminate incentives to send U.S. profits and jobs offshore. Its provisions, which can help stop the $100 billion per year drain on the Treasury, will hopefully be part of any deficit reduction package this year, but should be passed in any event.”

The bill, entitled the Stop Tax Haven Abuse Act, is supported by a wide array of small business, labor, and public interest groups, including the Financial Accountability and Corporate Transparency (FACT) Coalition, American Sustainable Business Council, Business for Shared Prosperity, Main Street Alliance, AFL-CIO, SEIU, Citizens for Tax Justice, Tax Justice Network-USA, U.S. Public Interest Research Group, Global Financial Integrity, Global Witness, Jubilee USA, and Public Citizen.

The bill is a product of the investigative work of the Permanent Subcommittee on Investigations which Levin chairs. Over the years, the Subcommittee has conducted multiple inquiries into offshore abuses, including the use of offshore corporations and trusts to hide assets, the use of tax haven banks to set up secret accounts, and the use of U.S. bankers, lawyers, accountants and other professionals to devise and conduct abusive tax shelters.

The 112th Congress is the fifth Congress in which Levin has introduced a comprehensive bill to combat offshore and tax shelter abuses. A number of provisions from past bills have made it into law, such as measures to curb abusive foreign trusts, close offshore dividend tax loopholes, and strengthen penalties on tax shelter promoters. Levin’s efforts also helped spur enactment of the Baucus-Rangel Foreign Account Tax Compliance Act (FATCA) to increase detection of hidden offshore accounts. President Obama, when he was a member of the Senate, cosponsored Levin offshore tax bills in 2005 and 2007. Rep. Lloyd Doggett (D-Texas), joined by multiple cosponsors, has introduced House companion bills in the past and will do so again.

“It is long past time to take effective action to stop offshore tax dodging.” said Doggett, senior member of the House Ways and Means and Budget Committees. “Revenue lost to these tax avoidance schemes contributes to the soaring budget deficit and increases the burden on small businesses, families, and others who play by the rules.”

The 61-page Stop Tax Haven Abuse Act contains a host of measures to combat offshore and tax shelter abuses. The first section would authorize the Treasury Secretary to take special measures against foreign jurisdictions or financial institutions that impede U.S. tax enforcement. The next section would create rebuttable presumptions to help the IRS establish ownership and control of offshore entities. The third section would stop corporations whose management and control are located primarily in the United States from claiming status as foreign corporations, instead treating them as domestic corporations for tax purposes.

Another provision would close an existing tax loophole that allows credit default swap (CDS) payments to escape taxation if sent from the United States to persons offshore, such as an offshore hedge fund or foreign bank. The bill would close this CDS loophole by treating CDS payments sent offshore from the United States as taxable U.S. source income.

Another provision would address U.S. dollars and other assets that are supposedly kept offshore by foreign subsidiaries of U.S. corporations but, in reality, are deposited into accounts physically located in the United States. The bill would deem the funds deposited into U.S. accounts as taxable distributions by the foreign subsidiaries to their U.S. parents.

Still another provision would increase publicly available information about multinational corporations by requiring them to include basic information on a country-by-country basis in their filings with the Securities and Exchange Commission to increase transparency and facilitate IRS inquiries into transfer pricing, foreign tax credits, and abusive offshore tax shelters.

In addition, the bill would strengthen penalties on tax shelter promoters and aider and abettors of tax evasion by increasing the maximum fine to 150% of any ill-gotten gains. A more detailed bill summary is available here. http://www.levin.senate.gov/newsroom/press/release/summary-of-the-stop-tax-haven-abuse-act-of-2011/?section=alltypes

And here is the address from where my pasted info above was gotten. http://www.levin.senate.gov/newsroom/press/release/summary-of-the-stop-tax-haven-abuse-act-of-2011/?section=alltypes

I may be "nuts" John, but willfully ignorant, I am not. All of this information was after all, simply a few keystrokes away.

Moving on...I would ask any here at Care2 who are holding back because of past issues/disagreements with me, to put them aside for a moment, and get behind this crucial effort. Not for me, but for what this means to all of us. Thanks everyone.

Deb E. says, "everyone needs to contact their Senators to encourage them to support this bill and become co sponsors on it."

Thanks you Deb E., and I so, sooooo agree. Please everyone, call them. Call them again. Tell your friends to call. If we could get this passed, it would change everything beyond what most realize. Thats why it is so hard to pass, and that's why it deserves all that you can give to get it passed. And doing just a little more is so much more than most ever do and will impress those who make policy. Believe it. I can't express it strongly enough. We need this.

I heard recently on NPR or MSNBC that one in four corporations pays no taxes and most of them receive rebates as well! Therefore, this action must be successful to stop the deficits from rising and the cuts in programs to help the the children, the elderly, the disabled, and the poor. Thank you for the important news and the petition!

Robert S, you would make Cliff Notes proud. So exactly what are those details? What happens to Me, an American living and working in the UK, or legitimate businesses that operate in foreign companies, should they pay tax to each country? I'm not saying that the entire bill is flowed, nor even that the overall goal is bad, and I like the country-by-country reporting provisions (Sec. 201), requiring companies registered with the U.S. Securities and Exchange Commission (SEC) to disclose their employee levels, sales, profits, and tax payments on a country-by-country basis. I'm just saying that there is a lot wrapped up into this bill, and it's better to know what it is there and not a two minute overview. Perhaps he would have better luck implementing smaller, well thought out initiatives.

Since it is apparently in your interest to have detailed questions answered...I suggest you find out what the answers are through research... and please let us know what you find. Meanwhile, I'm standing up for Sen. Levin's Stop Tax Haven Abuse Act -- to make sure that we close the special tax loopholes that let big corporations dodge their taxes, and that subsidize shipping American jobs overseas. I'm just nuts that way.

Since this is not consentual, beastiality is a crime! They should be charged and sentenced as though the victim was a child. After all, if the thrill fades or an animal isn't available, a child would be the next step. It's been proven that animal abuse is very often the first step. It's too bad that the public's response is usually: "Oh, well, it's just an animal". The charges and sentences don't get serious until the predators move on to children. Too little, too late.
