The cost of prisons is a lot more than correcting the situation would be. Jobs, education and adequate living conditions while supporting the culture would help instill pride and decease the need for gangs. The sooner the better.

The Aboriginal gangs need to be taught their culture and encouraged to teach it to the whites and other immigrants who need to be taught to respect the original culture of the land also Canada needs to ensure these people are provided an income they can live on in exchange for them learning and teaching their culture as the country as a whole will benefit from this program. Its more about community than how many possessions you can accumulate.
