Clearly the problem arose because the formal governance system, inherited from the British, left large segments of the poor literally unrepresented and voiceless before and after independence.

The system of Government in Jamaica would have been based on the Westminster system we would have thought - just about the fairest system anywhere. This system would have fairly represented ALL people.
