Ghadaffi used to do that. He persecuted Libyans when they escaped from him.
This is really terrible that the Lebanese government won't intervene. Perhaps it is because their own situation is too unstable.

Why would Syrians believe they would have a better reception in a country controlled by the Hezbollah?
To run to another country that is a friend to Syria, was a foolish move.
For what ever reason, the Lebanese are content with their lives, and do not want to be seen as a country that is anti-Syria.
