It's difficult to comment on a society so corrupt. Forty percent of the country is considered middle class, while 60% of the country starves. Sadly, the middle class have never been able to see beyond their own needs, and look at the Indian population as a whole.
From the country's creation, this has been Indian citizens at their moral lowest. Most would step over a dying person for an economic gain.

Greed has driven the entire world into a very sad state. I hate to say this Alan but there's a large portion of the US who would step over a dying person for economic gain as well

can anyone really comprehend "unconditional" love? If we were to focus less on ourselves, and focus more on loving others, then hatred and greed die out. what’s left is a genuine concern for the other person. what’s left is a genuine empathy for the feelings and problems for our fellow living beings. when we focus more on selfless love, we give less and less power to hatred and selfishness. we become one through selfless love and in becoming one, we cannot hate each other. because we love and feel for and experience the other. in a practical sense, selfless love leads to peace. when we love someone because they fulfill a condition that we require before we can love them. if you say love is conditional on your love then how can there be Peace.. we are what we think and with our thoughts we make the world. knowledge is not power its empowering lets be empowered to change. life has value beyond measure
Peace and Love

How about "naming and shaming" those who offer or demand bribes? Maybe on a billboard, a public wall, or in a newspaper (because I imagine many people in India don't have access to websites).

Hooray. We can talk about how things ought to be and by acting together, we can impose decent rules.
