Similar things went on in Europe and not so very long ago. The farmer we worked for in Germany during the war took us out to the forest and showed us his family's dugout shelter. The entrance to it was so disguised that one would have to be very clever to find it. In it was sufficient water, long lasting food and even a toilet to be able to last for about two weeks.
This had been in use for hundreds of years because robber-barons and armies kept passing through; raping, looting and burning.
So it isn't just the Africans. It is true that they have not had the civilizing influences that Europe has had more recently to tone things down a bit. That didn't help with the Balkans though, did it?
Worse things will happen in the USA once the climate change damage really starts to hurt.
The government controls are already in place when peaceful protest is defined as terrorism.
