That is insane..of course there was personal gain..any other assets gained by the deception..Gift cards..are not a personal gain..
What a shame this is..With the risk of so many parks..being shut down..neglected..due to "lack of funds" and these places get away with it..It is outrageous to say the very least..

Hope they find who allowed this and fire them and then make the departments that accepted the money, get it back out of their next year budget. I agree with Paula eaton - this is corruption.

Born and raised in CA, I have watched the steady deterioration of parks and preserves in that state. I am saddened, but not surprised. No wonder the term Californication came into being

Some folks in the relevant departments should be looking at loosing their jobs and serving some serious jail time for fraud and false / creative accounting.
In local and national government departments every single item must be accounted for, be it a cheap light bulb or note pad, or some very expensive item of equipment, new vehicles or buildings.
