Law enforcement freaked out when their reports--and misreports--ended up in the press in Boston. That's bad news for transparency.

Noted. Shutting down the scanners, or using encrypted channels is a problem for reporters and transparency advocates, esp. when police depts. make no effort to offer reporters an alternative. Switching to an encrypted system is extremely costly. But, the Santa Cruz, CA police dept. seems to have found an answer..."its very own smartphone app with, you guessed it, a built-in police scanner...."

there I was in the UK using my very own smartphone to hear what the police was talking about after the bombing thanks to my, so if I could do that, it must be the the bad guys are doing it too

Why not just use phones? And how much info is actually sent versus the scaner. And do I really need same day reporting on most crimes, any crime when the initial reporting is so full of errors.
