But they already have fairly liberal laws, so why would they expect additional laws to help. Indeed, if no stats are collected, how can they tell if there is any impact? Think about it, in South Africa on average, a woman is raped every four minutes in the country, which is why Interpol named it the 'rape capital of the world'. one in four South African men questioned in a survey by the South African Medical Research Council said they had raped someone, and nearly half admitted having attacked more than one victim. That's something to be upset about (and I lived there 3 years and love the country, but they need to do something).
